QUARANTINE REGULATIONS FOR THE LOCAL TRANSPORT OF EGGS, DAY-OLD CHICKS, PULLETS, AND CHICKENS FROM COMMERCIAL AND BACKYARD POULTRY FARMS



Pursuant to Administrative Order No. 10, series of 1981 re Defining the Powers and Duties of the Director of Animal Industry relative to Animal Quarantine, Inspection and Sanitation and Administrative Order No. 11, series of 2004 re Mandatory Testing for Avian Influenza among Commercial and Backyard Poultry Farms, the following requirements are hereby promulgated in the local transport of eggs, day-old chicks, pullets and chickens from commercial and backyard poultry farms.

1. All inter-provincial shipments of eggs and day-old chicks, pullets and chickens from any commercial/backyard poultry farm must be covered by a valid-shipping permit issued by the Bureau of Animal Industry (BAI), Office of the Regional Veterinary Quarantine Officer (RVQO) or Office of the Provincial Veterinarian.

2. The farm of origin must first be accredited by the Animal Health Division (AHD) of BAI/ Office of the RVQO Office of the Provincial Veterinarian before shipments are allowed.

3. The following are the guidelines in the accreditation of poultry farms:

a. The poultry farm shall be inspected by staff of the AHD/Office of the RVQO/ Office of the Provincial Veterinarian and tested for Avian Influenza, Salmonella Pullorum, and Newcastle Disease every 6 months.

b. At the time of inspection, there is no clinical evidence of infectious poultry diseases.

c. The farm should have a documented vaccination program using only approved vaccines by the BAI, ASEAN Standards of Animal vaccines, and/or Office International des Epizooties (OIE).

d. Full records relating to health programs and population, among others, should be maintained within the farm.

e. Only poultry farms that have passed the herein requirements shall be given a Certificate of Accreditation with a validity of six (6) months.
