REQUIRING TWO (2) SEPARATE CONSULTANCY CONTRACTS TO HANDLE DETAILED ENGINEERING AND CONSTRUCTION SUPERVISION OF PROJECTS
In line with the Department's continuing commitment to provide quality infrastructure projects consistent with the pro-active program to upgrade quality standards and to ensure that there is check and balance in project implementation, any consultancy contracts for preconstruction activities including Detailed Engineering shall not include a provision for overseeing or managing the execution of construction works. Separate competitive biddings must be carried out for the Construction Supervision services. A consultant who has undertaken the preconstruction/detailed engineering works may bid for the Construction Supervision works.
This Department Order amends D.O. No. 50, series of 2010, and all other issuances inconsistent with the foregoing are deemed amended/repealed.
This Order shall take effect immediately.
