CHARGING OF VERIFICATION FEE ON IMPORTED SUGAR/SUGAR-BASED PREPARATIONS (PRE-MIXES) OF ASEAN ORIGIN
WHEREAS, imported sugar/sugar-based preparation (Pre-Mixes) that are of ASEAN origin enjoy a preferential tariff rates;
WHEREAS, verification of the said importation will entail additional regulatory load and cost on the part of SRA;
NOW, THEREFORE, under and by virtue of the powers vested in the Sugar Regulatory Administration (SRA), and pursuant to Section 3 of Presidential Memorandum Order No. 134 dated February 09, 2004 mandating the SRA to assist the Bureau of Customs and the Bureau of Internal Revenue in the determination of appropriate classification of sugar and sugar-by-products for purposes of imposing proper duties or assessing value added tax or other tax thereon, it is hereby ordered that:
SECTION 1. SRA shall set-up a verification monitoring system for all imported sugar/sugar-based preparations (pre-mixes) of ASEAN origin.
SECTION 2. SRA shall charge Php 10.00 per LKg verification fee for imported sugar/sugar-based preparation (pre-mixes) only if:
1. Imports are declared of ASEAN origin, particularly by a new importer;
2. When there exists a valid need, as determined by SRA and other concerned agencies, for verification of cargo origin.
SECTION 3. All other fees and charges currently being charged and collected and not covered by this Order shall continue to be collected.
SECTION 4. This Order takes effect fifteen (15) days after publication.
