RECOGNITION OF ELECTRONICS AND TELECOMMUNICATIONS STANDARDS INSTITUTE OF THE PHILIPPINES, INC. (ETSIP)



Pursuant to Republic Act No. 7925, the Electronics and Telecommunications Standards Institute of the Philippines, Inc. (ETSIP), a research organization affiliated with the Philippine Electronics and Telecommunications Federation (PETEF), as governed by ETSIP By-Laws as registered with the Securities and Exchange Commission (SEC), is hereby recognized by the Department of Transportation and Communications (DOTC), as one of the telecommunications and broadcast engineering research organizations in the Philippines.

SECTION 1. Responsibilities of ETSIP -

1.1 The ETSIP, with participation from the DOTC and the NTC, and in coordination with other related government and private organizations, may undertake research and analysis in the field of telecommunications and broadcast engineering. Thus, ETSIP shall equip itself with necessary apparatus, manpower and other logistics to undertake such responsibility.

1.2 The ETSIP may prepare draft proposals, formulate recommendations, and perform related undertakings on matter relating to but not limited to:

1.2.1 Service Performance Standards
1.2.2 Fundamental Telecommunications Standards
1.2.3 Radio/TV/Cable TV Standards

1.3 The draft proposals and/or recommendations prepared by ETSIP shall be submitted to the Department, copy furnished the NTC, for consideration and further deliberation.

SECTION 2. Responsibilities of the DOTC and the NTC -

2.1 As regards the research activities of ETSIP, the DOTC as mandated by RA 7925, shall assist ETSIP in coordinating its research and development activities with the works of the government and other institutions in the field of telecommunications and broadcast engineering.

2.2 The draft proposals, standards or recommendations of ETSIP shall be subjected to a consultative process with the telecommunications and broadcast industry, user groups, academic and research institutions and other interested parties for possible adoption of the NTC.

SECTION 3. Publication - The ETSIP may publish the telecommunications and broadcast engineering standards adopted by the DOTC and NTC, and related documents, for wider and effective dissemination to the public. The DOTC and the NTC shall be provided with at least three (3) copies each for reference.

SECTION 4. Final Provision - This Memorandum Circular shall take effect fifteen (15) days after its publication in the Official Gazette or any newspaper of general circulation, provided that at least three (3) certified copies thereof shall be filed with the University of the Philippines Law Center.
