[ NAPOLCOM MEMORANDUM CIRCULAR NO. 2011-010, September 13, 2011 ]

PRESCRIBING GUIDELINES IN THE ASSIGNMENT OF POLICE OFFICER 1 WHO WERE RECRUITED UNDER THE ATTRITION RECRUITMENT PROGRAM



WHEREAS, pursuant to NAPOLCOM Memorandum Circular No. 92-008 entitled, "PNP Non-Officers Career Management Development Program", it provides that P01s shall be assigned in the maneuver forces for a period of not less than two (2) years immediately upon entry into the PNP";

WHEREAS, the maneuver forces which is now referred to as Regional/Provincial/ City Public Safety Battalion/Company are utilized as reaction Units for internal security operation, disaster response, counter-insurgency, civil disturbance, among others;

WHEREAS, it was observed, particularly by the city/municipal mayors, that the new PO1 s who were recruited under the attrition recruitment program and whom the mayors recommended for appointment are not assigned to their places of recruitment after their assignment at the Regional/Provincial/City Public Safety Battalion/Company or were not downloaded to the city/municipal police stations;

WHEREAS, Section 63 paragraph 4 (iii) of R.A. No. 8551 granted the local chief executives (LCEs) the authority to recommend from a list of eligibles previously screened by the local peace and order council the appointment of new members of the PNP to be assigned in their respective cities or municipalities without which no such appointments shall be attested;

WHEREAS, the same provision of the law also provides that whenever practicable and consistent with the requirements of the service, PNP members shall be assigned to the city or municipality of their residence;

WHEREAS, there is a need to prescribe guidelines to ensure that said Police Officers shall be assigned to their places of recruitment after their assignment at the Regional/Provincial/City Public Safety Battalion/Company;

NOW, THEREFORE, the Commission in the exercise of its statutory power to administer and control the PNP HAS RESOLVED TO PRESCRIBE, AS IT HEREBY PRESCRIBES, the guidelines in the assignment to Police Officer 1 who were recruited under the attrition recruitment program:

1.  Police Officer 1s, specifically those who were recruited under the attrition recruitment program, after undergoing the required Field Training Program (FTP), shall be assigned with the Regional/Provincial/City Public Safety Battalion/Company of their place of recruitment for a maximum period of two (2) years
 2.  After their assignment with the Regional/Provincial/City Public safety Battalion/Company, they shall be downloaded/assigned to their respective city/municipal police stations where there were recruited.
3.  The PNP Personnel Officers and Chiefs of the Regional/Provincial/City Public Safety Battalions/Companies shall be responsible in monitoring their length of stay thereat and ensuring that the said Police Officers shall be assigned to their respective city/municipal police stations after the completion of their 2-year assignment thereat.
4.  The PNP Regional/Provincial/City Director, as the case may be, shall inform the city/municipal mayor in writing regarding the assignment and length of stay of the Police Officer 1s at the Regional/Provincial/City Public Safety Battalion/Company.  Likewise, they shall inform the mayor concerned if such assignment thereat shall be extended.
5.  Upon assumption of duty, the Police Officer 1s shall pay a courtesy call to the city/municipal mayor who in turn shall inform the Regional Director of the National Police Commission Regional Office.

RESOLVED, FURTHER, that all other issuances which are inconsistent herewith are hereby amended or repealed accordingly.

RESOLVED, FURTHERMORE, that Chiefs of Offices/Unit who shall fail to strictly observe and comply with the above guidelines shall be dealt with under existing rules and regulations. The PNP officer/personnel concerned shall be immediately relieved and shall not be considered for placement/promotion pending resolution of the case.

RESOLVED, FINALLY, that this Memorandum Circular shall take effect after fifteen (15) days from the filling of a copy hereof at the University of the Philippines Law Center in consonance with Section 3 and 4 of Chapter 2, Book VII of Executive Order No. 292, otherwise known as "The Revised Administrative Code of 1987", as amended.
