WHEREAS, the Philippine Racing Commission (Philracom) has the exclusive jurisdiction and control over the conduct of horseracing including the framing and scheduling of races as provided in Presidential Decree No. 420;

WHEREAS, as the year 2010 draws to a close, the Philracom has determined the necessity of coming up with an exit point of three (3) year old to four (4) year old Handicapping for 2011 based on earnings of the said horses;

WHEREAS, THE Philracom Handicapping Committee has conceptualized a set of proposed guidelines for the exit point of 3YO to 4YO Handicapping for 2011 based on earnings, as follows:

- ALL HORSES WITH ZERO (0) EARNING OR NON-EARNERS WILL GO TO CLASS DIVISION 1 (CD1)

- ALL HORSES WITH Php1,00 to Php99,999 EARNINGS WILL GO TO CLASS DIVISION 2 (CD2)

- ALL HORSES WITH Php100,000 to Php199,999 EARNINGS WILL GO TO CLASS DIVISION 3 (CD3)

- ALL HORSES WITH PhP200,000 to Php399,999 EARNINGS WILL GO TO CLASS DIVISION 4 (CD4)

- ALL HORSES WITH Php400,000 to Php599,999 EARNINGS WILL GO TO CLASS DIVISION 5 (CD5)

- ALL HORSES WITH Php600,000 to Php799,999 EARNINGS WILL GO TO CLASS DIVISION 6 (CD6)

- ALL HORSES WITH Php800,000 to Php999,999 EARNINGS WILL GO TO CLASS DIVISION 7 (CD7)

- ALL HORSES WITH Php1,000,000 to Php1,499,999 EARNINGS WILL GO TO CLASS DIVISION 8 (CD8)

- ALL HORSES WITH PhP1,500,000 to Php2,999,999 EARNINGS WILL GO TO CLASS DIVISION 9 (CD9)

- ALL HORSES WITH Php3,000,000 to Php4,999,999 EARNINGS WILL GO TO CLASS DIVISION 10 (CD10)

- ALL HORSES WITH Php5,000,000 AND UP EARNINGS WILL GO TO CLASS DIVISION 11 (CD11)

- ALL 4YO HORSES THAT WILL START THEIR CAREER IN 2011 WILL BE CLASSIFIED TO CLASS DIVISION 1 (CD1)

NOW, THEREFORE, the Philracom resolves, as it hereby resolved, to adopt the foregoing Guidelines that shall govern the exit point of 3YO to 4YO Handicapping for 2011 based on earnings.

RESOLVED FURTHER, that this set of guidelines as incorporated in this Resolution be published in the Kopya and the Official Gazette/UP Law Center and be announced in the television for proper guidance of those concerned.
