WHEREAS, City Ordinance No. SP-1512, S-2005 creating the Solid Waste Management Board was enacted in compliance with the requirement of Republic Act No. 9003, also known as the "Ecological   Solid Waste Management Act of 2000";

WHEREAS, there is a need to amend the composition of the Quezon City Solid Waste Management Board in compliance with Section 12 of Republic Act No. 9003 and its Implementing Rules and Regulations to ensure adequate representation from all stakeholders;

NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF QUEZON CITY IN REGULAR SESSION ASSEMBLED.

SECTION 1. Section 3 of Ordinance No. SP-1512. S-2005 is hereby amended to read as follows;

"SECTION 3. Composition - Pursuant to and consistent with Section 12 of Republic Act No. 9003, the Board shall be composed, of the following:

Chairman:	City Mayor
Members:	On (1) Representative of the Sanggunmng Panlungsod - Chairman of the Committee on Paths and Environment
	President of the Liga ng mga Brangay. - QC Chapter
	Chairperson of the Sangguniang Kabataan Federation of Quezon City
	A Representative from NGOs whoso principal purpose is to To promote recycling and the protection of air, land and Water quality
	A representative from the Recycling Industry
	A representative from the Manufacturing or Packaging Industry
	One representative each from the following Quezon City Offices:

1. Environmental Protection and Waste Management Department (EPWMD)

2. City Planning and Development Office (CPDO)

3. City Engineering Department (CED)

4. City Health Department (CHD)

The City's Solid Waste Management Board may, from tune to time call on any concerned agency or sector as it may deem necessary, such as representatives from the following:

1. National Solid Waste Management Commission (NSWMC)

2. Metropolitan Manila Development Authority (MMDA)

3. Department of Agriculture (CED)

4. Department of Science and Technology (CHD)

SECTION 2. REPEALING CLAUSE - All Ordinances, Executive Orders or parts thereof which are inconsistent with the provisions of this Ordinance are hereby amended, modified, or repealed accordingly.

SECTION 3. SEPARABILITY CLAUSE - In any case any provision of this ordinance shall be held or declared Invalid or unconstitutional, the validity of the other provisions hereof, shall not be affected thereby.

SECTION 4. EFFECTIVITY CLAUSE - This Ordinance shall take effect immediately upon its approval and upon publication in a newspaper of local circulation.
