IMPLEMENTATION OF RATES OF FEES AND CHARGES FOR THE ISSUANCE OF PNP PASSCARD, DECAL/STICKER AND INTERIM ID CARD

1. REFERENCES:
  1. PNP Security Policy – “KALASAG” 2008 dated January 10, 2008;
  2. Standard Operating Procedure Number IID-072010-01 dated July 26, 2010; and
  3. Camp Crame Rules and Regulations, Manual of Operations 2012 Edition.

2. PURPOSE

This Fiscal Directive prescribes the policies, guidelines and procedures in the application and availment of PNP Passcard, Decal/Sticker and Interim ID Card to be observed by all PMP Personnel and their dependents, all quartering units and concessionaire awardees, other individuals and entities who regularly transact business inside the camp. It also prescribes the rates of fees and charges applicable for the issuance of PNP Passcard, Decal/Sticker and Interim ID Card and the disposition of the revenue generated therefrom. This security measure is being implemented in order to ensure the safety and security of Camp Crame.

3. DEFINITION OF TERMS:
  1. Pass Card– refers to the card issued to PNP Uniformed Personnel with privately owned vehicles.
  2. Decal– refers to deca/sticker issued to applicant who submitted the required documents whether he/she is uniformed, non-uniformed personnel, dependents of PNP personnel, clientele and other authorized persons who regularly transact business inside Camp Crame.
  3. Applicant– refers to the person applying for issuance of pass card or decal/sticker and interim identification card.
  4. Certificate of Authorization– refers to the authority given by the owner of the vehicle/motorcycle to the applicant such as employee or driver of the concessionaire/PNP personnel.
  5. Classification of Pass Cards and Decals/Stickers– refers to pass card and decal/sticker which are classified as Type “A”, Type “B”, Type “C” and Type “D”.

    1)
    Type “A”– a pass card issued to Uniformed Personnel using PNP issued or privately owned vehicles.
    2)
    Type “B”– a red decal/sticker issued to Non-uniformed Personnel (NUP) and retired uniformed personnel of the PNP.
    3)
    Type “C”– a yellow decal/sticker issued to the dependents of PNP personnel and vehicles of concessionaires, business establishments and civilians.
    4)
    Type “D”– a blue decal/sticker issued to PNP personnel, NUP and civilians using motorcycles entering the Camp.

  6. Original Receipt of Registration (OR)– refers to the original copy of receipt issued by Land Transportation Office (LTO) to the registered owner of the vehicle or motorcycle applying for pass card or decal/sticker.
  7. Certificate of Registration (CR)– refers to the original copy of registration issued by the Land Transportation Office (LTO) to the registered owner of the vehicle or motorcycle applying for passcard or decal/sticker.
  8. Deed of Sale– refers to the written notarized contract of sale executed by the registered owner or vendor and the buyer or vendee.
  9. Interim Identification Card– refers to a temporary ID card issued to an applicants who are civilian residents inside the camp, concessionaires and their employees, accredited/affiliated dealers and suppliers, construction workers, house helpers, drivers and office errands.
  10. Classified Personnel Control Tag– refers to interim-ID card which are classified as Type “A”, Type “B”, Type “C”, Type “D” and Type “E”.

    Type “A”– a red interim ID card issued to civilian residing inside Camp Crame and the like.
    2)
    Type “B”– a yellow interim ID card issued to Walk-in Visitors
    3)
    Type “C”– a green interim ID card issued to stall/unit owners and their employees who operate business within areas allowed in the Camp Crame Master Development Plan.
    4)
    Type “D”– an orange interim ID card issued exclusively to firearms affiliated dealers and CIDG office errands.
    5)
    Type “E”– a blue interim ID card issued to other workers (construction workers, contractual) will be surrendered to IID, HSS upon the completion of their contracts/projects.

4. SCOPE

This Fiscal Directive applies to the issuance of PNP Passcard, Decal/Sticker and Interim ID Card:

  1. For PNP Passcard and Decal/Sticker – PNP personnel and their dependents, guests, private individuals and other authorized persons.
  2. For Interim ID Card – All camp residents, concessionaire’s employees, affiliated dealers, construction workers and office errands entering and transacting business inside camp.
The PNP Pass Card, Decal/Sticker and Interim ID card shall be issued after careful evaluation of the required documents submitted by the applicant.

6. REPEALING CLAUSE:

All issuances, directives, and policies which are inconsistent with this fiscal directive are hereby repealed and modified accordingly.

7. PENAL CLAUSE:

Faithful compliance with the provisions of this Directive is strictly mandated. As such, any violation of the procedures of this Fiscal Directives shall carry with it the penalty of restriction from entering the Camp Crame for civilians and corresponding administrative sanction for erring PNP Personnel.

8. EFFECTIVITY:

This Fiscal Directive shall take effect 15 days from date of filing a copy thereof with the Office of the National Administrative Register (ONAR), University of the Philippines Law Center pursuant to Section 3, Chapter 2, Book VII, E.O. No. 292, otherwise known as “The Revised Administrative Code of 1987” as amended.
