AMENDMENT OF RESOLUTION NO. 2005-14 BY REINSTATING THE USE OF LIVE PATIENTS IN COMPLETE DENTURE FABRICATION IN THE DENTAL PERFORMANCE PHASE OF THE BOARD LICENSURE EXAMINATION FOR DENTISTS (BLED)

WHEREAS, Section 13 Article III of Republic Act No. 9484, otherwise known as the Philippine Dental Act of 2007, and Section 13 Rule III of its Implementing Rules and Regulations, states that all applicants for registration for the practice of dentistry, dental hygiene and dental technology shall be required to undergo a licensure examination to be given by the Professional Regulatory Board of Dentistry (Board) in such places and dates as the Commission may designate, subject to compliance with the requirements prescribed by the Commission in accordance with Republic Act No. 8981;

WHEREAS, the BLED shall consist of both written and practical tests under Section 16 Rule III of the aforecited IRR;

WHEREAS, during effectivity of the old Dentistry Law, Republic Act No. 4419 or the Philippine Dental Act of 1965, the use of live patients in the Complete Denture Construction of the BLED Practical/Performance Phase is allowed.

WHEREAS, on August 23, 2005, the Board issued Resolution No. 2005-14 prohibiting the use of live patients during said procedure for ethical reasons;

WHEREAS, with the enactment of Republic Act No. 9484 repealing Republic Act No. 4419, the practice of using mechanical articulators as patient substitute during the Practical/Performance Phase of the BLED for the Complete Denture Construction subject continued;

WHEREAS, the incumbent Board deems the use of non-live patients in the Complete Denture Fabrication to be insufficient to check and quantify the competencies of the examinees on the application of the biological principles in said procedure;

WHEREAS, the Board is mandated to apply outcomes-based education to determine the achieved level of competency of the examinee and to prepare the professionals for regional and international competition;

WHEREAS, due consultations have been undertaken on this proposed amendment of Resolution No. 2005-14;

NOW THEREFORE, the Board has RESOLVED,as it so RESOLVES,to amend Resolution No. 2005-14 by reinstating the use of live patients in the Complete Denture Fabrication of the BLED Practical/Performance Phase, in recognition of beneficial impact of the same in effectively gauging the examinees’ dental practical proficiency.

FURTHER RESOLVED, that this Resolution shall apply in the December 2014 BLED and the subsequent schedules thereof.

FURTHERMORE RESOLVED, that copies hereof be furnished the U. P. Law Center, PRC Central and Regional Offices, the Philippine Association of Dental Colleges, Inc. (PADC), the Philippine Dental Association, Inc. (PDA) and the Commission on Higher Education (CHED) for dissemination to all schools, colleges and universities offering the course of dentistry in the Philippines.
