[ CAAP Advisory Circular No. 01-15, March 20, 2015 ]

BAN ON PROJECTION/EMISSION OF LASER BEAMS OR HIGH INTENSITY LIGHTS ON AREAS PROXIMATE TO AIRPORTS AND FLIGHT PATHS

Adopted: 20 March 2015
Date Filed: 10 April 2015

Reports received by this Authority show an alarming increase of incidents/ occurrences of laser beams or high intensity lights being projected from ground proximate to airport areas and flight paths.

Laser attacks targeting flight crew can result in distraction, disruption, disorientation and in extreme cases, incapacitation, adversely affecting the ability of the flight crew to carry out their responsibilities, especially during take-off and landing.

In this regard, the public is forewarned that any unauthorized emission of these kind of lights is tantamount to interference to safe navigation of aircraft and prohibited under the provisions of Section 81 (b) (6) of RA 9497 (The Civil Aviation Authority Act of 2008), punishable by imprisonment for not more than three (3) years or a fine not less than Php50,000.00 but not exceeding Php500,000.00 or both as determined by the court.

For guidance and precaution.
