MANDATORY ENROLLMENT TO AND REMITTANCE THROUGH ACCREDITED ELECTRONIC PAYMENT AND COLLECTION FACILITIES

Under Republic Act No. 8792, otherwise known as E-Commerce Act of 2000, and its implementing rules, all government-owned and -controlled corporations are mandated to provide a method and manner of payment or settlement of fees and other obligations to the government through systems using electronic data messages or electronic documents.

Similarly, DBM Circular Letter No. 2013-16, dated 23 December 2013, required the adoption and implementation of the Expanded Modified Direct Payment Scheme for the settlement of accounts payable due creditors/payees of all National Government Agencies and their operating units.

Accordingly, Pag-IBIG Fund, pursuant to Board Resolution No. 3114, dated May 26, 2015, has adopted and implemented an electronic collection platform in partnership with its various accredited banks.

For the effective and efficient management and handling of the remittance and collection of Pag-IBIG Fund contributions and loan amortizations from registered employers and member-borrowers, the following guidelines are hereby issued:

  1. All employers are required to remit their premium contributions and their employees’ loan repayments through an electronic payment and collection facility accredited by Pag-IBIG Fund;
  2. The program or template file structure designed to assist employers in the preparation of the monthly collection and remittance list may be obtained from any of the accredited banks where the employer will enroll and open a Current/Savings Account where its remittances for Pag-IBIG Fund shall be debited.
  3. All employers with at least ten (10) employees are required to use the electronic payment and collection facility not later than 31 July 2016. Employers with less than ten (10) employees may continue to transact directly at any Pag-IBIG Fund office.
  4. The specific mechanics and procedures of this Circular will be posted in the Pag-IBIG Fund website at www.pagibigfund.gov.ph.

All employers are hereby enjoined to coordinate with the nearest Pag-IBIG Fund office regarding the orientation and registration to accredited participating banks.

Other issuances inconsistent with this Circular are hereby repealed and/or modified.

This Circular shall take effect upon complete publication in a newspaper of general circulation.
