WHEREAS, under Presidential Decree No. 420, the Commission has exclusive jurisdiction and control over all aspects of the conduct of horse racing, including the framing and scheduling of races, the construction and safety of horse racing, the allocation of prizes and the security of racing;

WHEREAS, the Commission is also given by the said law the specific powers, among others, to prescribe additional rules and regulation not otherwise inconsistent with it; to register race horses, horse owners and associations or federations thereof; and to issue, suspend or revoke permits and licenses and to impose or collect fees for the issuance of such licenses and permits to persons required to obtain the same;

WHEREAS, the Committee on Facilities and Conduct of Races has proposed the amendment of the Rules and Regulations on Horse Racing, particularly on the declaration of horses;

WHEREAS, after deliberations, the Commission finds the proposed amendments meritorious;

WHEREFORE the Commission RESOLVES, as it is hereby RESOLVED that the following provisions on Rules and Regulations on Horse Racing pertaining to the declaration of horses be amended as follows:

“PR, 10-A - DUTIES & FUNCTIONS OF CLUB HANDICAPPER”

5.	To accept the duly and completely filled up and signeddeclaration form of horses.”

“PR. 28-B - DUTIES & RESPONSIBILITIES OF A TRAINER”

1.	To declare horse/s under his trainership as fit to participate in a race and to ensure that the entries in the declaration sheet are complete, accurate, correct and updated; xxx”

“PR52. DECLARATION OF HORSES IN REGULAR RACES”

C.	Unsigned, incomplete, inaccurate and incorrect declaration sheets shall not be accepted. Handicappers accepting erroneous declaration sheets shall be penalized upon the discretion of the Commission Board in accordance with the existing Rules and Regulations on Horse Racing.”

“PR. 75. ACTS AND/OR OMISSIONS BY HORSE OWNERS AND/OR TRAINERS AND THEIR CORRESPONDING PENALTIES:

W.	For failing to submit a complete, accurate, correct and duly signed declaration sheet, the trainer shall be penalized upon the discretion of the Commission Board in accordance with the existing Rules and Regulations on Horse Racing.

These amendments shall be effective within fifteen (15) days from the publication of this Resolution.
