AN ORDINANCE PROVIDING FOR GROUP INSURANCE OR ADDITIONAL INSURANCE FOR ELECTED AND APPOINTED OFFICIALS BARANGAY UNITS OF THE CITY OF MANILA, APPROPRIATING THE AMOUNT OF TEN MILLION PESOS (PHP. 10,000,000.00) THEREFOR, FOR THE PROCUREMENT OF HEALTH AND ACCIDENT INSURANCE COVERAGE FOR ALL OFFICIALS AND EMPLOYEES OF EVERY BARANGAY IN THE CITY OF MANILA

PREAMBLE

WHEREAS, it has been the policy of the City of Manila to provide adequate benefits and incentives to its civil servants to motivate them to work harder and improve the quality of their service to the public.

WHEREAS, the benefits provided by the Government Service Insurance System (GSIS) and the Philippine Health Insurance Corporation (PhilHealth) are isufficient to cover the expenses arising from a government employee's illness or disability not to mention the losses resulting from his or her sudden incapacity to earn income;

WHEREAS, there is thus a need to augment the benefits received by an employee who suffers a serious illness or injury, especially if it results in the loss or his of her income capacity;

WHEREAS, in the case of barangay officials and employees, Sec. 458 (a) (1) (xiii) R.A. 7160, otherwise known as the Local Government Code of 1991, mandates the Sangguniang Panlungsod to enact ordinances providing for "group insurance or additional insurance coverage for all barangay officials, including member of barangay tanod brigades and other service units, with public or private insurance companies, when the finances of the city government allow said coverage";

WHEREAS, the appropriate offices in the City Government of Manila have given assurance that there are indeed sufficient fund in the city treasury to permit the procurement of health and accident issurance coverage for all officials and employees of every barangay in the City of Manila: NOW, THEREFORE,

Be it ordained by the City Council of Manila, in session assembled, THAT:

SECTION 1. There is hereby provided group or additional insurance for all elected and appointed officials of the Sangguniang Barangay in every barangay unit situated within the City of Manila.

SEC. 2. The amount of TEN MILLION PESOS (PHP 10,000,000.00) or so much thereof as may be necessary, is hereby appropriated out of the funds in the city treasury not otherwise appropriated, for the procurement of health and accident insurance coverage for all elected and appointed officials of every barangay in the City of Manila.

SEC. 3. Effectivity Clause. – This Ordinance shall take effect upon its approval.

This Ordinance was finally enacted by the City Council of Manila on November 12, 2015.
