PROCESSING OF CABIN CREW/FLIGHT ATTENDANTS OF HOME LEAVE



Relative to Memorandum Circular No. 77 series of 1989 concerning the issuance of Overseas Employment Certificates (OECs) to bonafide overseas contract workers, including balik-manggagawa (vacationing workers) for purposes of travel tax exemption and exit pass, all Filipino cabin crew/flight attendants of airlines who are on home leave may be issued OECs at the Labor Assistance Center (LAC) at the NAIA effective 15 February 1990.

OECs may only be issued to the flight attendant upon presentation of passport with the corresponding visa or any equivalent document and any one of the following:

  1. crew ID

  2. employment certification or other documents showing proof of employment

Initial issuance of OEC to the flight attendants shall be charged a processing fee of seventy five pesos (P75.00). Subsequent issuance however, shall be free of charge within one year from the date the first OEC was issued provided a copy of the initially issued OEC is presented for processing. Failure to present the said OEC copy shall mean payment of the full processing fee of seventy five pesos (P75.00).
