[ POEA MEMORANDUM CIRCULAR NO. 13 s. 1990, February 13, 1990 ]

COMPULSORY PDOE FOR ALL FILIPINO ENTERTAINERS



In response to the numerous clamor for orientation specific for entertainers leaving for Japan and other countries a compulsory Pre-Deployment Orientation for Entertainers (PDOE) is hereby being institutionalized at the POEA effective 15 March 1990. For this purpose the following guidelines are issued for the observance of all concerned:

SECTION 1. Coverage. — This Memorandum shall apply to all agencies and entities authorized or licensed by the Administration/DOLE to hire and recruit entertainers for overseas employment. It shall also apply to all Filipino entertainers leaving for overseas employment.

SECTION 2. PDOE. A Requirement. — Every entertainer departing for overseas employment for at the first time shall undergo a PDOE conducted by POEA attendance shall be a requisite to the issuance of the AAC to first-time applicants. The Pre-Departure Orientation Division (PDOD) in coordination with the Manpower Registry Division (MRD) will manage the conduct and implementation of the PDOE First-time entertainers who have been issued their Artists Accreditation Cards (AACs) prior to the effectively of this memorandum circular but have never been deployed are likewise required to attend the PDOE. The private agency deploying the entertainer or the entertainer himself/herself in the case of those who secured AACs on their own are advised to get their PDOE schedule from the MRD.

SECTION 3. Responsibility for Attendance at PDOE. — It shall be responsibility of every licensed agency or entity to ensure that their entertainer-recruits attend the PDOE. Individual entertainers applying for AAC on their own are also held responsible for attendance.

SECTION 4. Cost of PDOE. — The POEA shall conduct the PDOE at no cost to the agency/entity and to the entertainer.

SECTION 5. PDOS by Licensed Agencies/Organizations of Agencies. — The PDOE to be conducted by POEA shall be in addition to the Pre-Departure Orientation Seminar (PDOS) being undertaken by licensed agencies/entities and agency associations for departing entertainers.

SECTION 6. Schedule of PDOE. — For convenience of the entertainer, the PDOE shall be held Mondays to Fridays 9:00 am to 12: pm. The MRD shall be responsible for the assignment of a PDOE schedule upon presentation of audition results at MRD.

SECTION 7. Requirements for Participation. — Only entertainers who have passed the audition shall be allowed to attend. A referral slip from the MRD shall be necessary for admission to the PDOE.

SECTION 8. Certificates of Attendance. — The POEA shall issued certificates of attendance to each entertainer after the PDOE. Entertainer-participants should bring with them the certificates of attendance when checking-in at the Labor Assistance Center (LAC) at the Ninoy Aquino International Airport. The certificates shall be surrendered at the LAC.

SECTION 9. Contents of PDOE. — The PDOE will orient entertainers on the following topics:

  1. POEA Policies, Activities and Services greased towards the Entertainers

  2. Authorized Fees

  3. Understanding the relationship among participants in the entertainment industry — talent-manager; manager-agency; agency-POEA

  4. The POEA Standard Employment Contract for Entertainers

  5. Problems of being an Entertainers and how to cope with such realities

  6. Remittance Procedures.

SECTION 10. Venue. — The PDOE shall be held at the Audition Room, 2nd Floor, POEA Building.

SECTION 11. Sanctions. — Violation of this Memo Circular shall be punishable in accordance with the rules and regulations governing overseas employment.

SECTION 12. Other PDOE-Related Programs and Activities. — The Administration shall develop and implement other programs and activities in support of the PDOE.
