PART CPE CODE

BOARD OF RADIOLOGIC TECHNOLOGY

GUIDELINES ON THE CONTINUING PROFESSIONAL EDUCATION (CPE) FOR REGISTERED RADIOLOGIC /X-RAY TECHNOLOGIST



Pursuant to Section 9(f) of R.A. No. 7431: "The Radiologic Technology Act of 1992" and Section 6(a) of P.D. No. 223, the Board hereby prescribes, adopts, and promulgates the following Guidelines on the CPE for Registered Radiologic/X-ray Technologists.

I
Objective

The Radiologic/X-ray Technologist is required to keep abreast of the fast pace of technologic advances, globalization, and modernization in his/her field through the CPE program designed to improve on his/her knowledge, skills, and competence to ensure the highest standard or professional service to patients in the community.

The CPE accreditation committee of the PHILIPPINE ASSOCIATION OF RADIOLOGIC TECHNOLOGISTS, INC. shall be known as the RADIOLOGIC TECHNOLOGY CONTINUING PROFESSIONAL EDUCATION COUNCIL (RTCPEC).

A
COMPOSITION OF THE RTCPEC

The RTCPEC shall be composed of a Chairman, four (4) members from the academe, private sector, government sector, and the PART Board of Directors, and other officers. The consultants shall be the Chairman of the Board, the President of PART, and the President of the Association of x x x (ASCRT).

Subject to the approval by the Commission, the Board shall appoint the Chairman and four (4) members from the list of nominees chosen by the PART's Board of Directors and submitted by the PART'S President.

The RTCPEC shall choose the Vice-Chairman and officers other than the Secretary who shall be appointed by the Chairman.

B
Qualifications of Officers of the RTCPE Council

1. Chairman

  1. A holder of a valid certificate of registration and a valid Professional License in RADIOLOGIC TECHNOLOGY;

  2. A member of good standing with the PART;

  3. A practitioner/member of the academe for at least 10 years;

  4. Proven management/administrative skills;

  5. Of known probity and excellent rapport with the members of the association; and f. Good moral and professional integrity.

2. Members of the RTCPE Council

  1. Holder of a valid Certificate of Registration and a valid Professional License of an X-ray or Radiologic Technologist;

  2. Member of good standing with the PART;

  3. Duly certified by the PART and/or ASCRT to be active in the affairs of the association.

  4. Good moral character and professional integrity.

  5. Of known probity and excellent rapport with members of the association.

Term of Office

1. The term of office of the Chairman and members shall be for a period of three (3) years without renewal. The first Chairman shall have the term of three (3) years, the two members for two (2) years and the two members for one (1) year.

The Vice-chairman shall be for a term at the pleasure of the RTCPE Council. An appointee shall serve only for the unexpired portion of his predecessor.

Functions and Duties of the RTCPE Council

1. To promulgate, enforce and implement the rules, regulations and guidelines on the RTCPE program:

2. To coordinate with the Board and Commission in the implementation of the guidelines, rules and regulations governing the CPE program for X-ray and Radiologic Technologists;

3. To monitor and maintain adequate records of the CPE units earned by the X-ray and Radiologic Technologists.

4. To coordinate with the PART and their chapters, the affiliate societies, and all other providers of the CPE implementation of the scientific program and other activities;

5. To supervise and administer a secretariat;

6. To coordinate closely with PART in updating journals and other CPE materials for the PART library and coordinate all library matters within the scope of the CPE library;

7. To plan in coordination with the PART's Board of Directors the yearly activities of the association for purposes of accreditation by the RTCPEC;

8. To assist in organizing seminars and other related professional activities of sponsoring schools and hospitals;

9. To direct and supervise action in the evaluation of the list of professionals who attended an upgrading professional activity;

10. To coordinate with the PART and Board on the issuance and submission of the certificate of compliance with the CPE for the Professional License;

11. To maintain a permanent record system of every X-ray /Radiologic Technologist who complies with the RTCPE program;

12. To plan, direct and implement a system of widest dissemination of a CPE program by developing a modular system of post-graduate education and professional activity through correspondence;

13. To issue rules and regulations regarding plans and programs in consonance with the above guidelines after consultation of PART BOARD, ASCRT; and

14. To prepare yearly budget needed to properly implement the program.

Accreditation

A
Criteria for Accreditation

1. The scope should be beyond that of basic preparation for Radiologic Technology to include advances in the field of technology and improvements or modifications;

2. Activities/programs should enhance the professional competence of individuals by upgrading technical knowledge and skills in the practice of the profession beyond beginning competencies;

3. The content should be related to Radiologic Technology or Radiological sciences;

4. The content may be related to the other allied health profession provided the subject concerns patient care; and

5. The content may include subject on professionalism, ethics and laws, moral values, management and supervision related to health professionals.

B
Accredited Lectures

1. Members of the academe with at least five (5) years teaching experience on the subject chosen for the activity;

2. A practitioner of a specialty in Radiologic Technology or Radiological sciences provided he has at least five (5) years experience in the field of specialty;

3. A noteworth practitioner of the specialty whose experience will be of benefit to the other practitioners;

4. Lectures from industrial companies related to Radiologic/X-ray Technology; and

5. Members of the ISSRT and other international experts on subjects related to Radiologic Technology or Radiological sciences.

C
Accredited Activites/Programs and Corresponding Credit Units

1. Academic Programs - Academic courses earned at the graduate level (Masteral or Doctoral)

  1. Minimum of six units per semester - 2 credit units

  2. Minimum of nine units per semester - 4 credit units

  3. Maximum of 12 units per semester - (Masteral) 6 credit units

  4. Masteral or Doctoral graduate - 10 credit units

2. Authorship of books, articles and technical papers provided same are published for general circulation

  1. Credit will be given only once for the same publication even if it appears in several journals;

  2. Credit ratings will be as follows:

book - 20 credit units
article - 3 credit units
technical report paper - 5 credit units
book review - 3 credit units

3. Conferences, Seminars, Trainings, etc.

  1. Attendance as participants in duly accredited programs National conference or convention - 20 credit units
    National Conference or seminar - 15 credit units
    Hospital/School sponsored seminar - 8 credit units
    International conference - 20 credit units
    Symposium of health related topics - 3 credit units
    Training outside the base hospital not less than 2 weeks - 2 credit units

  2. Attendance as: Lecturer or resource speaker - 5 credit units per hour
    Moderator or Facilitator - 3 credit units per hour
    Participants - 1 credit unit per hour

    Others -
    renewal of PART membership - 5 credit units
    recipient of plaque or certificate of appreciation or award related to employment or civic duty - 5
    credit units RTCPE correspondence course - 3 credit units/module
 

D
Credit Units

The total CPE units for three years shall be 60.

Renewal of professional license one year after the effectivity of the resolution shall require no less than 20 CPE units.

Renewal of professional license two years after the effectivity of the resolution shall be 40 CPE units.

Renewal of professional license three years after effectivity of the resolution shall require 60 CPE units.

Exemption from CPE Requirement

1. Permanent exemption shall be granted to registered X-ray/Radiologic Technologists who have reached the age of 65.

2. Temporary exemption shall be granted for the following reasons:

  1. Serving as an incumbent officer of the RTCPEC
  2. Incumbent members of the Board
  3. Officers of the PART
  4. Officers of the ASCRT
  5. Prolonged illness or disability supported by a medical certificate by a licensed physician or hospital.
  6. Work assignment or employment in a foreign country for a minimum of 6 months supported by a certificate of employment and xerox copy of the passport with the date of approval.

Procedures for Accreditation

1. All of the activities/programs of the PART, the academe and the hospitals need prior approval from the RTCPEC.

2. Request for accreditation must be submitted by the individual sponsoring organization some two months prior to the date of the activity.

3. Request for accreditation for the activity/program by the sponsoring organization of which PART is an affiliate must include the following informations:

  1. Title of the Program

  2. Objective

  3. Target audience

  4. Content and Number of hours

  5. Speakers/Instructors and official designation or qualifications with biodata if the individual is not accredited by the RTCPEC.

  6. Actual program and schedule.

4. Upon accreditation of the RTCPEC, it shall prescribe the corresponding RTCPEC credit units to the program/activity submitted.

5. The accreditation fee for the program/activity approved shall be prescribed by the RTCPEC which shall not be less than 15% of the gross income from the total number of participants.

6. Completion of an accredited RTCPEC activity/program shall be reported to the RTCPEC by the organization or entity authorized to conduct the same.

This report shall be in the form prescribed by the RTCPEC. Submission of this report shall be done preferably within two weeks after the activity.

G
Procedure for the Individual Registered X-ray
Radiologic Technologist in Applying for CPE Credit Units

1. A registered X-ray/Radiologic Technologist may request for the inclusion in the CPE recorded system of activity not approved by the PART or the RTCPEC by paying a fee to be prescribed by the RTCPEC and submitting the required information:

  1. Name
  2. PRC License Number
  3. Residence address or chapter
  4. Certificate of attendance with the accompanying CPE units and a separate certification coming from the sponsoring agency that the individual attented and is listed in the roll of participants.

The RTCPEC reserves the right to approve or disapprove the application of the individual based on guidelines of the RTCPEC.

IV
Effectivity

This resolution upon approval by the Commission shall be effective after one (1) month following its publication in a newspaper of general circulation.
