ORDER SETTING ASIDE DEPT. ORDER NO. 96-967 REVOKING THE “BUS FLEXIBILITY RULE”



The order revoking the “Bus Flexibility Rule” pursuant to Department Order No. 96-967 issued on August 23, 1996 which was made effective on January 1, 1997 is hereby set aside.

However, to prevent the abuse of the said rule to the detriment of the public, which was the reason this Department revoked the rule, the Land Transportation Franchising and Regulatory Board is directed to issue the implementing memorandum circular providing for the reimposition of the “Bus Flexibility Rule” subject to strict conditions and guidelines and sanctions against its abuse.
