*** Excerpts from the minutes of the 79th Regular Session of the 6th City Council of Valenzuela held on October 19, 2015 at 2:40 P.M. at the City Council's Session Hall, 3rd Floor, Legislative Building, Valenzuela City Hall, Karuhatan, Valenzuela City, Metro Manila.

AN ORDINANCE CREATING ADDITIONAL POSITIONS OF TWELVE (12) MEDICAL OFFICER III IN THE CITY HEALTH OFFICE IN VALENZUELA CITY AND PROVIDING FUNDS THEREFOR.

WHEREAS, the Local Government Code of 1991 provides that every local government unit shall design and implement its own organizational structure and staffing pattern taking into consideration its priority needs, service requirements and financial capability, consistent with the principles of efficiency, effectiveness and dynamism, subject to the minimum standards and guidelines prescribed by the Civil Service Commission;

WHEREAS, the progress and development of the City brought about increase in the number of health facilities and health services, hence it is necessary to employ sufficient number of qualified Medical Officers to provide competent medical services to the constituents of Valenzuela City;

WHEREAS, recent developments show that several of the City's excellent doctors chose to leave the City for permanent position with other agencies, notably with the Department of Health (DOH) due to lack of security of tenure and that the creation of permanent positions will curb this problem and will ensure quality health service to the City's constituents;

NOW, THEREFORE, be it ORDAINED as it is hereby ORDAINED by the Sangguniang Panlungsod of Valenzuela, in session duly assembled, that:

SECTION 1. CREATION OF PLANTILLA POSITIONS WITH ITS CORRESPONDING APPROPRIATIONS. – The following plantilla positions are hereby created in the City Health Office of the City Government of Valenzuela with corresponding appropriation, to wit:

Medical Officer III 12 21 Php39,493.00
SECTION 2. QUALIFICATIONS. – The newly created plantilla positions shall have the following qualifications as embodied in the approved Index Occupational Services of the Department of Budget and Management (DBM) and Qualification Standard of the Civil Service Commission (CSC).

Medical Officer III Doctor of Medicine One Year of Relevant Experience Four Hours of Relevant Training R. A. 1080
SECTION 3. TRANSITORY CLAUSE. – For purposes of expediency and economy, appointment to the newly created positions or items shall be made by hiring qualified doctors of competence and integrity and may be drawn from existing city personnel of any department or section, who may be upgraded upon recommendation of the Employees Welfare and Promotions Board (EWPB) or by the Personnel Selection Board (PSB) and approval by the City Mayor.

SECTION 4. REPEALING CLAUSE. Any City Ordinance contrary to or inconsistent with any of the provisions of this Ordinance is hereby repealed and/or modified accordingly.

SECTION 5. SEPARABILITY. If any provision of this Ordinance be declared unconstitutional or illegal by the courts, the provisions not affected by such declaration shall remain to be in full force and effect.

SECTION 7. EFFECTIVITY. This Ordinance shall take effect fifteen (15) days from its publication.
