WHEREAS, the Local Government Code of 1991 provides that every local government unit shall design and implement its own organizaional structure and staffing pattern taking into consideration its priority needs, services requirements and financial capability, consistent with the principles of efficiency, effectiveness and dynamism, subject to the minimum standards and guidelines prescribed by the Civil Service Commission;

WHEREAS, with the changes brought about by time more notably the growth of City's income which necessarily brings in increase in the number of transactions and complexity of the same, there is a need to reorganize the City Budget Office to ensure efficiency, effectiveness and dynamism;

NOW, THEREFORE, be it ORDAINED as it is hereby ORDAINED by the Sangguniang Panlungsod of Valenzuela, in a session duly assembled, that:

SECTION 1. REORGANIZATION OF THE CITY BUDGET OFFICE. – The City Budget Office shall be headed by the Department Head and assisted by an Assistant Department Head and shall be composed of three (3) divisions with the following personnel, to wit:

1. Administrative/Budget Development Division
   1. Supervising Administrative Office (SG22)
   2. Administrative Officer V (SG 18)
   3. Administrative Officer IV (SG 15)
   4. Administrative Assistant V (SG 11)
   5. Administrative Assistant III (SG 9)
   6. Administrative Assistant I (SG 7)
   
   
2. Operations, Execution and Accountability Division
   1. Supervising Administrative Office (SG22)
   2. Administrative Officer V (SG 18)
   3. Administrative Officer IV (SG 15)
   4. Administrative Assistant V (SG 11)
   5. Administrative Assistant III (SG 9)
   6. Administrative Aide VI (SG 6)
      
   
   
3. Barangay Budget Review Dvision
   
   1. Supervising Administrative Office (SG22)
   2. Administrative Officer V (SG 18)
   3. Administrative Officer IV (SG 15)
   4. Administrative Aide VI (SG 6)

SECTION 2. ORGANIZATIONAL STRUCTURE. Subject to the minimum standards and guidelines prescribed by the Civil Service Commission, the organizational structure of the new City Budget Office is hereto provided and marked as "Annex A" of this Ordinance.

SECTION 3. APPROPRIATION. The Amount of ___________________ (P_____________) is hereby appropriated to finance the personal services of the reorganized City Budget Office.  The correponding appropriations shall be charge against any available funds in the Annual Budget of 2015.  The corresponding appropriations therefor shall be incorporated in all succeeding annual executive budgets in the year thereafter.

SECTION 4. DISSEMINATION OF INFORMATION. A copy of this Ordinance shall be furnished to the Honorable City Mayor and the offices of the City Treasurer, the City Budget Officer, the City Accountant, the City Human Resource Management Officer adn the resident COA Auditor-Valenzuela City, for their information and appropriate actions.

SECTION 5. REPEALING CLAUSE. Any City Ordinance contrary to or inconsistent with any of the provisions of this Ordinance is hereby repealed and/or modified accordingly.

SECTION 6. SEPARABILITY. If any provision of this Ordinance be declared unconstitutional or illegal by the courts, the provisions not affected by such declaration shall remain to be in full  force and effect.

SECTION7. EFFECTIVITY This Ordinance shall take effect fifteen (15) days publication
