[ POEA GOVERNING BOARD RESOLUTION NO. 05, S. 2014, March 25, 2014 ]

TO LIFT THE DEPLOYMENT BAN IN SOME AREAS IN THAILAND AND TO RESUME THE PROCESSING AND DEPLOYMENT OF ALL FILIPINO WORKERS, TO INCLUDE BOTH VACATIONING AND NEW HIRES

WHEREAS, Republic Act 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires;

WHEREAS, on 23 January 2014, the DFA raised the crisis Alert Level 2 (Restriction Phase) in Bangkok, Nonthaburi Province, Lad Lun Kaew District (Pathumthani Province) and Bang Phli District (Samutprakan Province) in the Kingdom of Thailand in view of the declaration of a 60-day state of emergency due to the escalating civil unrest and insecurity in the said areas;

WHEREAS, under Alert Level 2, only the processing and deployment of returing OFWs with existing employment contracts shall be allowed and the processing and deployment of newly-hired OFWs shall be suspended;

WHEREAS, on 24 January 2014, GBR No. 1, Series of 2014 was issued imposing a temporary suspension on the processing and deployment of newly-hired OFWs bound for Bangkok, Nonthaburi Province, Lad Lun Kaew District (Pathum Thani Province) and Bang Phli District (Samut Prakan Province).

WHEREAS, on 21 March 2014, the DFA lowered the Crisis Alert Level in the said areas of Thailand from Alert Level 2 to Level 1 (Precautionary Phase);

NOW, THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to lift the deployment ban in the aforementioned areas in Thailand and to resume the processing and deployment thereto of all Filipino workers, to include both vacationing and new hires.
