[ LTO MEMORANDUM CIRCULAR NO. AVT-2014-1855, June 02, 2014 ]
INSPECTION OF PUBLIC UTILITY BUSES

In accordance with Republic Act No. 4136, otherwise known as “The Land Transportation and Traffic Code,” as amended, and Administrative Order No ACL-2009-018, and in view of various accidents involving public utility buses and to ensure compliance to roadworthiness and emission standards, the following rules and regulations for inspection of the aforementioned vehicles are hereby promulgated for the compliance, information and guidance of all concerned:
- Public Utility Buses registered in LTO NCR, Regions 4a, 4b, 5,
6, 7, 8, 9, 10, 11, 12 and CARAGA with routes and/or terminals in NCR,
Region 4a or Region 7 may be inspected at the following Motor Vehicle
Inspection Centers:
- NCR - Quezon City and Pasay City
- Region 4a - Alaminos, Pangasinan
- Region 7 - Cebu City
- Public Utility Buses registered in LTO Regions 1, 2, 3 and CAR
with routes and/or terminal in NCR, Regions 1, 2, 3 or CAR may be
inspected at the following Motor Vehicle Inspection Centers:
- NCR - Quezon City and Pasay City
- Region 3 - San Fernando, Pampanga
All LTO District Offices authorized to register public utility buses are hereby directed not to accept renewal registration without two (2) passing the inspection reports from the said MVICs within one (1) year from the renewal.
This Memorandum Circular shall take effect fifteen (15) days after publication in a newspaper of general circulation or in the Official Gazette.
All orders/circulars/memoranda inconsistent herewith are hereby superseded.
Any official and/or employee violating this memorandum shall be dealt with accordingly.
Strict compliance is hereby enjoined.
