PROCESSING AND DEPLOYMENT OF ALL WORKERS, BOTH VACATIONING AND NEW HIRES, TO THAILAND

WHEREAS, Republic Act No. 10022 authorizes the POEA Governing Board, after consultation with the Department of Foreign Affairs (DFA), to impose a ban on the deployment of Filipino migrant workers in pursuit of national interest or when public welfare so requires;

WHEREAS, on 23 January 2014, the DFA raised the crisis Alert Level 2 (Restriction Phase) in Bangkok, Nonthaburi Province, Lad Lun Kaew District (Pathumthani Province) and Bang Phli District (Samutprakan Province) in the Kingdom of Thailand in view of the declaration of a 60-day state of emergency due to the escalating civil unrest and insecurity in the said areas;

WHEREAS, on 24 January 2014, GBR No. 1, Series of 2014 was subsequently issued imposing a temporary suspension on the processing and deployment of newly-hired OFWs bound for Bangkok, Nonthaburi Province, Lad Lun Kaew District (Pathumthani Province) and Bang Phli District (Samutprakan Province) in the Kingdom of Thailand;

WHEREAS, on 21 March 2014, the DFA lowered the crisis alert level in the said areas of Thailand to Alert Level 1 (Precautionary Phase);

WHEREAS, on 25 March 2014, GBR No. O5, series of 2014, was issued resuming the processing and deployment of all OFWs, both vacationing and new hires, to Thailand;

WHEREAS, on 20 May 2014, the DFA raised anew the crisis Alert Level 2 (Restriction Phase) in the Kingdom of Thailand in view of the declaration of Martial Law by Thailand's army due to the escalating civil and political unrest and insecurity in the country;

WHEREAS, on 21 May 2014, GBR No. 06, series of 2014 was issued imposing a temporary suspension on the processing and deployment of newlyhired OFWs bound for Thailand; and

WHEREAS, on 16 June 2014, the DFA lowered the crisis alert level in Thailand to Alert Level 1 (Precautionary Phase) due to the Philippine Embassy’s observation that the situation has “returned to mostly normal”.

NOW THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED to resume the processing and deployment of all workers, both vacationing and new hires, to Thailand.
