SCOPE OF WAIVER OF SUBMISSION OF AUTHENTICATED POLICE CLEARANCE

To address the growing clamor of retiree-applicants, retiree-members and other stakeholders to waive the submission of Authenticated Police Clearance from the country of origin, the Authority deems it proper pursuant to Section 3 (e) of the IRR of Letter of Instruction (LOI) No. 1470: “Police Clearance duly authenticated by the corresponding consular establishments from the retiree’s country of origin or last place of residence abroad, provided in special cases police clearance may be waived.” to exempt the following group of individuals from the above Police Clearance requirement, namely:

  1. Those who have continuously stayed in the Philippines for a minimum period of five (5) years;
  2. Those who are 70 years old and above; and
  3. Retired Officers and staff of the Asian Development Bank (ADB) and other international organizations recognized by DFA including spouse and dependents.

Individuals not included in the aforesaid categories are deemed excluded and shall continue to comply with the Police Clearance requirement for purposes of SRRV application and renewal of the PRA ID Card.

The Resident Retirees’ Servicing Department (RRSD) shall be responsible for the dissemination and implementation of this Circular.

This Circular shall form part of PRA Circular No. 03 dated 06 February 2008 Series of 2008 and take effect after 15 days from completion of its registration with the U.P. Law Center.
