A RESOLUTION ADOPTING THE PHILIPPINE SMALL GRID DISPATCH PROTOCOL

WHEREAS, Section 2(b) of Republic Act No. 9136, also known as the Electric Power Industry Reform Act of 2001 (EPIRA), provides the policy objective of the government to ensure the quality, reliability, security and affordability of electric power supply;

WHEREAS, pursuant to Section 1.2.2.2 of the Philippine Grid Code, the Energy Regulatory Commission (ERC) shall issue rules and regulations applicable to Small Grids not connected to the National Grid;

WHEREAS, on February 25, 2013, the ERC promulgated Resolution No. 15, Series of 2013, entitled “A Resolution Adopting the Philippine Small Grid Guidelines” in order to provide a framework for the basic rules, procedures, requirements and standards governing the operation, maintenance and development of the Small Grid systems;

WHEREAS, Section 7 of the Philippine Small Grid Guidelines (PSGG) establishes the rules, procedures and requirements for the generation scheduling, dispatch and control of active power, including provisions on ancillary services, if any, which are required to ensure power quality, reliability and security of the Small Grid;

WHEREAS, Section 7 of the PSGG also mandates the Distribution Utilities (DUs), as System Operator (SO), to prepare a written dispatch protocol manual and/or procedure applicable to the Small Grid system and to submit to the ERC, through the Distribution Management Committee (DMC), for review and approval, within three (3) months from the effectivity of the PSGG;

WHEREAS, on January 22, 2014, the DMC conducted an expository presentation and a public consultation on the draft dispatch protocol to enable the stakeholders, particularly, in the off-grid areas to present their comments;

WHEREAS, the DMC considers the comments and suggestions from the National Power Corporation - Small Power Utility Group (NPC-SPUG) and the Association of Isolated Electric Cooperatives, Inc. (AIEC), in proposing the Philippine Small Grid Dispatch Protocol;

WHEREAS, on May 28, 2014, the DMC submitted the final draft of the proposed “Philippine Small Grid Dispatch Protocol” to the ERC for its approval;

WHEREAS, the ERC found the proposed “Philippine Small Grid Dispatch Protocol” to be in order, consistent with the policy of the State to ensure quality, reliability, security and affordability of electric power supply;

NOW, THEREFORE, the ERC hereby RESOLVES to APPROVE and ADOPT the “Philippine Small Grid Dispatch Protocol”, attached hereto and made an integral part hereof as Annex “A”*.

This Resolution shall take effect immediately upon its publication in a newspaper of general circulation.

Let copies of this Resolution be posted on the ERC website and furnished the University of the Philippines Law Center Office of the National Administrative Register (UPLC-ONAR).
