CHANGE OF A, B, C STICKERS OF CITY BUSES UNDER THE ENHANCED BUS SEGREGATION SYSTEM

WHEREAS, the Metro Manila Council, in its MMDA Resolution No. 02-23, Series of 2002, authorized “the MMDA Chairman to implement policies and programs on bus lanes/PUV lanes along major thoroughfares of Metro Manila”;

WHEREAS, on December 17, 2012 TTMO Memorandum Circular No. 14, Series of 2012 “Implementing Guidelines on the Implementation of the Bus Stop Segregation Scheme Along Epifanio Delos Santos Avenue (EDSA)” was issued;

WHEREAS, the scheme was designed and implemented to decongest EDSA by limiting the number of buses at bus stops, thus, providing an opportunity to bus drivers/operators in increasing their revenues while decreasing travel time of commuters;

WHEREAS, in the said TTMO MC No. 14, Series of 2012, authorized city buses were marked and designated as Bus “A”, “B”, and “C”;

WHEREAS, it has been observed that a lot of fake stickers were installed on different city buses with the intention of defrauding the traffic enforcers and stop on bus stops of their choice;

WHEREAS, in order to address this irregular activity of bus operators/drivers and to ensure the efficient and effective implementation of the bus segregation scheme, there is a need to change the “A”, “B”, “C” stickers installed on city buses;

NOW, THEREFORE, pursuant to the mandate of RA 7924 and the authority granted by the Metro Manila Council, the “A”, “B”, “C” stickers installed on city buses shall be changed as follows:

  1. a) “Bus A” stickers shall be changed/replaced with “Yellow Stickers”
    b) “Bus B” stickers shall be changed/replaced with “Green Stickers”
    c) “Bus C” stickers shall be changed/replaced with “Orange Stickers”
  2. a) Yellow stickers shall only be allowed to “A” Bus stops;
    b) Green stickers shall only be allowed to “B” Bus stops’;
    c) Orange stickers shall only be allowed to “A”, “B”, and “C” Bus stops;
  3. The MMDA will provide bus operators of the corresponding “yellow”, “green”, and “orange” stickers through the Bus Management Dispatch System Office.
  4. The MMDA bus segregation committee composed of the MMDA and bus operators shall monitor the implementation of the bus segregation scheme and may recommend measures to further improve the implementation thereof.
  5. All other provisions in TTMO MC No. 14, Series of 2012, and other Memorandum Circulars not inconsistent or mentioned herewith shall continue to be in force and effect.
  6. Should any part of this Circular be declared invalid and unconstitutional, the other provisions not affected shall remain in full force and effect.
  7. This Memorandum Circular shall take effect immediately following its publication in a newspaper of general circulation and the filing of three (3) copies hereof with the U.P. Law Center pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
