MONITORING OF ROAD AND OTHER SIMILAR PUBLIC WORKS

1.0 Background

During  the  ASEAN-India  Summit  at  the  Davao  International  Airport  on  27 January 2018, President Rodrigo R. Duterte instructed the Department of the Interior and Local Government to cause the issuance of a Memorandum Circular to address the open holes and canals on the streets caused by road and public constructions.

2.0 Purpose

The purpose of this policy is to monitor LGUs with ongoing road and public constructions.

3.0 Scope/Coverage

All Provincial Governors, City and Municipal Mayors, DILG Regional Directors, ARMM Regional Governor, and all others concerned
 
4.0 Policy Content and Guidelines
4.1 All Local Chief Executives are hereby directed to:

4.1.1    Ensure that LGU contractors will not leave any open hole and/or canal on the streets; and

4.1.2    If there are delays, mandate the contractors to catch-up within thirty (30) days with the agreed project schedule.

4.2 The  DILG  Regional  Offices  shall  monitor  the  compliance  of  their respective LGUS with the above guidelines and submit report to the Bureau of Local Government Supervision through blgspcmd@gmail.com using the attached monitoring template, every 15th  day after the end of each quarter. Should the deadline fall on a weekend or a non-working holiday, the report shall be submitted on the nearest working day after the 15th. First report shall be submitted on or before April 16, 2018.

4.3 All  DILG  Regional  Directors and  the  ARMM  Regional  Governor are hereby directed to cause the immediate and widest dissemination of this Memorandum  Circular   to   all   local   government  units   within   their respective regional jurisdictions.
6.0 Penal Provisions
Non-compliance with this Memorandum Circular is tantamount to dereliction of duty and shall be dealt with in accordance with pertinent laws, rules and regulations.

8.0 Repealing Clause

All DILG Memorandum Circulars inconsistent herewith in  part or  in  full, are hereby modified, revoked, or repealed accordingly.

9.0 Effectivity

This Memorandum Circular shall take effect immediately.
