REGULATING THE OPERATIONS OF PROVINCIAL BUSES ALONG EDSA FROM PASAY CITY UNTIL CUBAO, QUEZON CITY, BOTH NORTHBOUND AND SOUTHBOUND

WHEREAS, Republic Act No. 7924 mandates the Metropolitan Manila Development Authority to provide transport and traffic management services in the metropolis;

WHEREAS, in order to further alleviate traffic congestion along EDSA from Pasay City until Cubao, Quezon City, both northbound and southbound, there is a need to regulate the operations of provincial buses in these routes;

NOW, THEREFORE, be it resolved, as it is hereby resolved, that the Metro Manila Council hereby regulates the operations of provincial buses, thus:
1.    All provincial buses are strictly prohibited from operating along EDSA from Pasay City until Cubao, Quezon City, both northbound and southbound, from 5:00 a.m. until 10:00 a.m. and from 4:00 p.m. until 9:00 p.m. from Monday to Friday.

2.    The provincial buses which are the subject of the immediately preceding paragraph are hereby exempted from the coverage of the Unified Vehicular Volume Reduction Program (UVVRP) or “Number Coding” under MMDA Regulation No. 96-005, Series of 1996, as amended.

3.    A violation of this Regulation shall carry with it the penalty of a fine in the amount of Two Thousand Pesos (Php2,000.00) without prejudice to the imposition  of  any  other  penalties  for  violations  that  may  have  been committed concomitant thereto.

4.    Other MMDA Ordinances, Regulations or Resolutions not otherwise affected by this Regulation shall remain in full force and effect.

5.    This Regulation shall be effective five (5) days from the date of its publication in  two  (2)  newspapers  of  general  circulation  and  submission  of  a  copy thereof with the Office of the National Administrative Register, U.P. Law Center.
