[ REPUBLIC ACT NO. 2066, June 13, 1958 ]

AN ACT TO AUTHORIZE THE BUREAU OF POSTS TO USE A PORTION OF ITS ANNUAL SALES OF POSTAGE STAMPS FOR THE PURPOSE OF IMPROVING THE POSTAL SYSTEM.



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. The Director of Posts is hereby authorized, subject to the approval of the Secretary of Public Works and Communications, to use not more than twenty per centum of the amount of sales of postage stamps of the Bureau of Posts in each fiscal year for five fiscal years for the purposes hereinafter provided in the following order of priorities:
  1. To employ regular postmasters and/or postal clerks in municipalities still without post offices;
  2. To employ regular postmasters and/or postal clerks in municipalities where there are no regular postmasters; and
  3. To employ additional postal clerks, mail carriers, money order and postal savings bank tellers, stamp tellers, and other personnel needed in the different post offices:
Provided, That all appointments made under this Act shall be subject to civil service law, rules and regulations: Provided, further, That the Director of Posts shall also open post offices and purchase out of said amount such postal supplies, furniture and/or equipment as may be needed in various offices: Provided, finally, That the Director of Posts before the end of each fiscal year shall submit to the President of the Senate and the Speaker of the House of Representatives a complete report of the manner the amount herein authorized has been used or spent.

SEC. 2. The additional positions in the Bureau of Posts created in accordance with section one hereof shall be continued and provided for in subsequent annual General Appropriations Act.

SEC. 3. The authority herein granted shall expire at the end of the fiscal year nineteen hundred sixty-three.

SEC. 4. This Act shall take effect on July first, nineteen hundred and fifty-eight.
