[ REPUBLIC ACT NO. 9256, February 25, 2004 ]

AN ACT DECLARING AUGUST 21 OF EVERY YEAR, AS NINOY AQUINO DAY, A SPECIAL NONWORKING HOLIDAY, AND FOR OTHER PURPOSES



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Ninoy Aquino Day. — In order to commemorate the death anniversary of former Senator Benigno "Ninoy" S. Aquino, Jr., August twenty-one of every year is hereby declared as the Ninoy Aquino day which shall be a national nonworking holiday.

SEC. 2. Edsa Commission. — The EDSA Commission created pursuant to Executive Order No. 82 (s. 1999) shall plan and implement appropriate ceremonies for the observance of the Ninoy Aquino Day.

SEC. 3. Funding. — The operations of the EDSA Commission shall be funded from the Budget of the Office of the President and from private donations. Funds accruing to and expenses made by the EDSA Commission shall be subject to the usual accounting rules and procedures.

SEC. 4. Repealing Clause. — All laws, presidential decrees, orders, issuances, rules and regulations and any part thereof inconsistent, which are inconsistent with provisions of this Act are hereby amended or modified accordingly.

SEC. 5. Separability Clause. — If any provision of this Act is held unconstitutional or invalid, all other provisions not affected thereby shall remain valid.

SEC. 6. Effectivity. — This Act shall take effect fifteen (15) days after its publication in at least two (2) newspapers of general circulation.

This Act, which is a consolidation of Senate Bill No. 2636 and House Bill No. 6240, was finally passed by the Senate and the House of Representatives on November 18, 2003 and January 26, 2004, respectively.
