AN ACT SEPARATING THE APAYAO INSTITUTE OF SCIENCE AND TECHNOLOGY (ANNEX HIGH SCHOOL) IN THE MUNICIPALITY OF FLORA, PROVINCE OF APAYAO, FROM THE APAYAO INSTITUTE OF SCIENCE AND TECHNOLOGY IN THE MUNICIPALITY OF CONNER, AND CONVERTING IT INTO A SEPARATE AND INDEPENDENT NATIONAL HIGH SCHOOL TO BE KNOWN AS THE FLORA NATIONAL HIGH SCHOOL, AND APPROPRIATING FUNDS THEREFOR



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. The Apayao Institute of Science and Technology (Annex High School) in the Municipality of Flora, Province of Apayao, is hereby separated from the Apayao Institute of Science and Technology in the Municipality of Conner, and converted into a separate and independent national high school, to be known as Flora National High School.

SEC. 2. The school shall offer secondary education proper, as well as secondary science courses to carry out its objectives, and as may be authorized by the Secretary of Department of Education, Culture and Sports.

SEC. 3. The Department of Education, Culture and Sports shall issue rules and regulations as may be necessary to carry out the provisions of this Act.

SEC. 4. All personnel, assets, liabilities, and records of the Apayao Institute of Science and Technology (Flora Annex High School) are hereby transferred to and absorbed by the Flora National High School.

SEC. 5. The amount necessary for the implementation of this Act shall be charged against the current year's appropriations of the Apayao Institute of Science and Technology-Flora High School Annex. Thereafter, such sums as may be necessary for the operation and maintenance of the Flora National High School shall be included in the annual General Appropriations Act.

SEC. 6. This Act shall take effect upon its approval.

Approved, Lapsed into law on May 3, 1997, without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
