[ REPUBLIC ACT NO. 4230, June 19, 1965 ]
AN ACT TO PROVIDE FOR THE STUDY OF PROBLEMS OF PUBLIC SCHOOL FINANCING AND THEIR SOLUTIONS, AND FOR OTHER PURPOSES.
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. The Board of National Education is hereby directed and authorized to:
SEC. 2. Subordinate personnel. — The Board shall appoint additional personnel as may be necessary for the effective implementation of this Act, who shall be embraced within the classified civil service and who shall receive compensation in accordance with existing laws and regulations.
SEC. 3. Reports. — The Board shall submit its final report and recommendations to the President of the Philippines and to both presiding officers of Congress immediately upon termination of its work, but not later than two years from the date of approval of this Act.
SEC. 4. Appropriation. — The sum of fifty thousand pesos is hereby authorized to be appropriated, out of the funds in the National Treasury not otherwise appropriated, to carry out the provisions of this Act.
SEC. 5. Effectivity. — This Act shall take effect upon its approval.
Approved, June 19, 1965.

- Make a thorough study of the problems confronting the financing of public schools and prepare appropriate solutions thereto for submission to Congress; and
- To pass upon all measures and proposals for the financing of public schools.
- Secure from any department, bureau, office, agency or instrumentality of the Government, such assistance as may be needed, such as the detail of officials and employees, technical information, the production of records, and the submission of suggestions or plans as it may require; and
- Generally to exercise all the powers that are necessary and incidental to the purpose of this Act.
