[ REPUBLIC ACT NO. 4050, June 18, 1964 ]

AN ACT CREATING THE DEPARTMENT OF SOCIAL WELFARE IN THE CITY OF MANILA, FURTHER AMENDING FOR THIS PURPOSE, CERTAIN SECTIONS OF REPUBLIC ACT NUMBERED HUNDRED NINE, AS AMENDED.



Be it enacted  by the Senate and House of Representative of the Philippines in Congress assembled:

SECTION 1. Section twenty of Republic Act Numbered Four hundred nine, as amended, is further amended to read as follows:
"SEC. 20. City Departments.�There shall be the following city departments over which the Mayor shall have direct supervision and control, except over the Office of the City Fiscal which shall be under the Department of Justice, any existing law to the contrary notwithstanding:
  1. Department  of Engineering and  Public Works
  2. Police Department
  3. Office of the City Fiscal
  4. Fire Department
  5. Department of Finance
  6. Department of Assessment
  7. Department of Health
  8. Department of Public Services
  9. Department  of Social  Welfare
"The Board may from time to time make such readjustment in the duties of the several departments as the public interest may demand."
SEC. 2. The same Act, as amended, is further amended by inserting a new article to be known as Article Fourteen and one-half, and a new section to be known as Section Eighty-A, between Sections Eighty and Eighty-one thereof which shall read as follows:
"ARTICLE XIV 1/2.—DEPARTMENT OP SOCIAL WELFARE

"SEC.   80.- A. Department   of   Social   Welfare — There shall be a Social Welfare Officer, with a salary of twelve thousand pesos per annum, who shall have charge of the Department of Social Welfare. The following shall be his general powers and duties:

"(a) He shall have control and supervision over the social services of the city;
"(b) He shall execute and enforce all laws, ordinances and regulations relating to social services;
"(c) He shall recommend to the municipal board the passage of ordinances as he may deem necessary for the rendition of maximum .social services to the city;
"(d) He shall cause to be prosecuted all violations of social service laws and ordinances;
"(e) He shall cooperate with all public and private relief agencies and charitable organizations in their missions to the city and shall be the representative of the Mayor to these agencies and organizations in matters affecting the social needs and services of the city; and
"(f) He shall exercise such other powers as may be necessary in the performance of his duties as the Social Welfare Officer of the city."
SEC. 3. This Act shall take effect upon its approval.
