[ REPUBLIC ACT NO. 11865, June 29, 2022 ]

AN ACT INCREASING THE BED CAPACITY OF ILOCOS SUR DISTRICT HOSPITAL-MAGSINGAL IN THE MUNICIPALITY OF MAGSINGAL, PROVINCE OF ILOCOS SUR FROM TWENTY-FIVE (25) BEDS TO ONE HUNDRED (100) BEDS, AND APPROPRIATING FUNDS THEREFOR



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. The authorized bed capacity of the Ilocos Sur District Hospital-Magsingal (ISDHM) in the Municipality of Magsingal, Province of Ilocos Sur is hereby increased from twenty-five (25) to one hundred (100) beds. Any future increase in bed capacity shall be consistent with the hospital development plan which shall be prepared by the Chief of Hospital, and submitted to the Department of Health (DOH).

SEC. 2. The existing professional health care services and facilities of the ISDHM are also hereby upgraded to conform with and be commensurate to the bed capacity increase as provided in Section 1 hereof.

SEC. 3. The existing workforce of the ISDHM, which includes doctors, nurses and support personnel, shall also be increased correspondingly. The Secretary of the DOH shall, in coordination with the Secretary of the Department of Budget and Management and the Chairperson of the Civil Service Commission, and after consultation with the Chief of Hospital, determine the additional new positions to be created and filled up.

SEC. 4. The Provincial Government of Ilocos Sur shall provide the necessary funds to cover the maintenance and other operating expenses of the ISDHM. It shall also appropriate funds for the human resource complement to support the increase in bed capacity and the corresponding upgrading of its service facilities and professional health care services. The Secretary of the DOH shall include in the Department’s subsidy program, support for the capital outlay requirements of the said district hospital.

SEC. 5. If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

SEC. 6. All laws, executive orders, issuances, rules and regulations inconsistent with this Act are hereby repealed or modified accordingly.

SEC. 7. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
