CALL TO ORDER
At 5:17 p.m., the President of the Constitutional Commission, the Honorable Cecilia Muñoz Palma, called the session to order.
NATIONAL ANTHEM AND PRAYER
The National Anthem was sung followed by a prayer led by Mr. Edmundo G. Garcia, to wit:
A reading from the Gospel according to Luke, Chapter 4, verses 16:19:ROLL CALL
Then Jesus went to Nazareth, where He had been brought up, and on the Sabbath He went as usual to the synagogue. He stood up to read the Scriptures and was handed the book of the prophet Isaiah. He unrolled the scroll and found the place where it is written,"The Spirit of the Lord is upon me, because he has chosen me to bring good news to the poor.Dear God, our Father, You, who so loved the world that you pitched Your tent among us, be with us today as we work together in drafting the law of the land that will help set our people free: free from poverty and hunger, free from injustice and oppression, free to break down the barriers which prevent us from truly becoming brothers and sisters to one another.
"He has sent me to proclaim liberty to the captives and recovery of sight to the blind, to set free the oppressed and announce that the time has come when the Lord will save His people."
Lord, Father of us all, forgive us for our shortcomings. Help us to listen and learn, to respect' the word of the other and to understand the concern of those who are poor and powerless.
We are a rich country, but our people are poor. We are an independent Republic, but we are still struggling to be sovereign. We want to be a nation, proud to walk our own path, before the concert of nations.
Lord of our history, Father of our people, be with us as we march towards a new day and help us realize in these halls that brother helped by brother is like a strong city built on the rock of faith in our people and hope that one day we shall all be free.

At this juncture, Mr. Alonto moved for the election of Mr. Rustico F. de los Reyes, Jr. to the same Committee on Constitutional Commissions and Agencies in view of the increase of its membership from 11 to 12.

At 5:50 p.m., the session was resumed.
WITHDRAWAL OF MR. ALONTO'S MOTION
Upon resumption, Mr. Alonto withdrew his motion.
MOTION OF MR. FOZ
Mr. Foz moved to increase the membership of the Committee on Constitutional Commissions and Agencies from 11 to 13.
MR. GUINGONA'S CLARIFICATION
At this juncture, Mr. Guingona clarified that he had not made any manifestation to withdraw from the Committee mentioned because he was never a Member thereof.
INQUIRY OF MR. OPLE
In reply to Mr. Ople's inquiry on whether the principle of equity is observed by giving Members with lesser Committee memberships more seats in the interest of fair distribution, the Chair stated that preference is given to Members with less than five Committee memberships.
On the proportion of Commissioners who are already members of five Committees, the Chair stated that a list of all the Committees and their respective Members would be distributed to accordingly apprise the Body.
AMENDMENT TO THE RULES
At this juncture, Mr. Foz called for the previous question and, there being no objection, the Body approved his motion increasing the membership of the Committee on Constitutional Commissions and Agencies from 11 to 13 and authorizing the President of the Commission to appoint additional members thereto.
MOTION OF MR. ALONTO
Mr. Alonto moved for the postponement of the continuation of the free-wheeling discussion on citizenship to the next session.
MOTION OF MRS. NIEVA
Mrs. Nieva moved for the change in nomenclature of the Committee on Social Justice and Social Services to Committee on Social Justice on the ground that the Members of the Committee felt that social justice embraces the social services aspect. She also informed the Body of the changes in the Committee membership: Mr. Ople vice Mr. Uka and Mr. Rodrigo vice Mr. Romulo.
Mr. Ople seconded the motion.
INQUIRY OF MR. MAAMBONG
At this juncture, Mr. Maambong inquired if Mr. Alonto's motion had been withdrawn in the meanwhile and, reacting thereto, Mr. Alonto observed that the point was well-taken, in view of which, he temporarily withdrew his motion.
OBJECTION OF MR. DAVIDE
Mr. Davide objected to Mrs. Nieva's motion on the ground that the concept of social justice is distinct and separate from the concept of social services. He stated that it is precisely for this reason that the Declaration of Principles and State Policies of the 1973 Constitution provided for separate sections on social justice and on social services. He explained that social justice is not limited to social services but may include economic justice and, on the other hand, the concept of social services is limited to the field of education, health, housing, employment, welfare and social security to guarantee the enjoyment by the people of a decent standard of living.
MOTION OF MR. ALONTO
Mr. Alonto then moved for deferment of the consideration of the motion to the next session, to which Mrs. Nieva agreed.
There being no objection, the motion was approved by the Body.
MOTION OF MR. OPLE
At this juncture, in view of his observation that the subject of citizenship had already been amply discussed, Mr. Ople moved to terminate the free-wheeling discussion on it, and to calendar for the next day's session the Committee Report of the Committee on Preamble, National Territory and Declaration of Principles which Mr. Nolledo was ready to sponsor.
OBJECTION OF MR. DAVIDE
Mr. Davide objected on the ground that Mr. Ople's motion would in effect reconsider an earlier decision of the Body to defer consideration of the Committee Report on national territory until after July 7.

At this juncture, the Chair suspended the session.

At 6:04 p.m., the session was resumed.
APPROVAL OF MR. OPLE'S MODIFIED MOTION
Upon resumption, the Body approved Mr. Ople's modified motion to allow a brief extension of the free-wheeling discussion on citizenship in the next session and, thereafter, to commence a free-wheeling discussion on the provisions on national territory.
ADJOURNMENT OF SESSION
On motion of Mr. Alonto, and there being no objection, the Chair declared the session adjourned until five o'clock in the afternoon of the following day.
