[ Acts No. 1805, January 30, 1908 ]

AN ACT APPROPRIATING THE SUM OF TEN THOUSAND PESOS FROM INSULAR FUNDS, AND FIVE THOUSAND PESOS FROM THE FUNDS OF THE CITY OF MANILA, FOR THE PURPOSE OF AIDING THE CARNIVAL WHICH IS TO BE HELD IN THE CITY OF MANILA IN THE YEAR NINETEEN HUNDRED AND EIGHT.

By authority of the United States, be it enacted by the Philippine Legislature, that:

SECTION 1. The sum of ten thousand pesos is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, for the purpose of aiding the carnival which is to be held in the city of Manila in the year nineteen hundred and eight; for the same purpose, the sum of five thousand pesos, out of the funds appropriated for the city of Manila, is hereby declared available: Provided, however, That the funds hereby appropriated are subject to the condition that the persons, associations, or corporations of the city of Manila interested in the celebration of the said carnival shall guarantee that another fifteen thousand pesos shall be expended for the expenses of the said carnival, the form of such guaranty and the sufficiency of die sureties to be approved by the Insular Auditor: And provided further, That at no show or exhibition given or made by the Carnival Association shall there be exposed non-Christian tribes of the Philippine Islands, unless previously and expressly authorized by the committee created by section two of this Act.

SEC. 2. The aforesaid sums of ten thousand and live thousand pesos shall be disbursed by the Insular Treasurer for the expenses approved by a committee composed of three members, of whom one shall be appointed by the Governor-General, the other by the Speaker of the Assembly, and the third by the two after they shall have been appointed.

The funds appropriated by this Act shall, after payment of all the debts and obligations contracted by the Carnival Association and approved by the committee aforementioned, he returned to the Insular Treasury and shall constitute a permanent special fund which shall be destined for the celebration of the carnival in the following years until otherwise provided by the Philippine Legislature.

SEC. 3. This Act shall take effect on its passage.
