[ Act No. 1344, May 19, 1905 ]

AN ACT AUTHORIZING THE ATTORNEY-GENERAL FOR THE PHILIPPINE ISLANDS, TO INSTITUTE AND PROSECUTE CIVIL ACTIONS IN THE NAME OF THE GOVERNMENT OF THE UNITED STATES TO RECOVER THE PENALTIES AND FORFEITURES PROVIDED BY LAW FOR THE INTRODUCTION OF CONTRACT LABORERS INTO THE PHILIPPINE ISLANDS.

By authority of the United States, be it enacted by the Philippine Commission, that:

SECTION 1. The Attorney-General for the Philippine Islands is hereby authorized to institute and prosecute in the proper tribunals, from time to time, as occasion may require, civil actions to recover the penalties and forfeitures provided by law for the introduction of contract laborers into the Philippine islands in contravention of the provisions of the Act of Congress approved March third, nineteen hundred and three, entitled "An Act to regulate the immigration of aliens into the "United Stales."'" In case penalties and forfeitures are recovered in such actions, the proceeds thereof, together with the legal costs collected, shall be paid into the Treasury of the Philippine Islands for the general purposes of the Government thereof. In case judgment shall be rendered for the defendants to recover their costs, such costs shall be paid out of the Treasury of the Philippine Islands.

SEC. 2. This Act is passed in pursuance of the provisions of section six of the Act of Congress approved February sixth, nineteen hundred and five, commonly called the "Cooper Law."

SEC. 3. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws."' passed September twenty-sixth, nineteen hundred.

SEC. 4, This Act shall take effect on its passage.
