AN ACT AUTHORIZING THE GOVERNOR-GENERAL TO SUSPEND THE OPERATION OF ACT NUMBERED SEVEN HUNDRED AND SEVENTY-FOUR WHEN DEEMED NECESSARY.

Whereas in many provinces it has been found impossible to comply with the provisions of Act Numbered Seven hundred and seventy-four, prohibiting the use upon improved roads of carts with wheels having tires less than two and one-half inches in width and with wheels rigid with the axles, and of all sledges, owing to the difficulty of securing proper cart wheels, and the movement of crops in some provinces will therefore be seriously interfered with:

By authority of the United States, be it enacted by the Philippine Commission, that:

SECTION 1. The Governor-General is hereby authorized, upon application of the provincial board of any province organized under the Provincial Government Act, to suspend the operation of Act Numbered Seven hundred and seventy-four to such extent and for such periods as ho may deem advisable and in the interest of the province concerned.

SEC. 2. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.

SEC. 3. This Act shall take effect on its passage.

Enacted, February 14, 1905.
