[ Act No. 3860, November 13, 1931 ]

AN ACT PROVIDING THE APPOINTMENT OF LETTER-CARRIERS TO CARRY MAILS TO AND FROM THE BARRIOS IN EACH MUNICIPALITY OF THE REGULARLY ORGANIZED PROVINCES, FIXING THEIR SALARIES, AND FOR OTHER PURPOSES.

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. Carriage of mails in the barrios.—Each municipality in the regularly organized provinces is hereby authorized to create positions of letter-carriers who shall carry the mails to and from the different barrios of the municipality concerned, in such manner and with such frequency as shall appear proper to the municipal council.

SEC. 2. Number of letter-carriers and how frequent.—The municipal council shall determine the number of letter-carriers needed for the carriage of mails to and from the barrios of the municipality, and how frequent such carriage be for each barrio in every week.

SEC. 3. Appointment, salary and under whose control.—The Director of Posts is hereby authorized to make the appointment, and to fix the salary, of any letter-carrier; but, in no case, shall a letter-carrier receive more than thirty pesos per month to be paid out of the municipal funds. The appointee or appointees shall be under the direct control and supervision of the Director of Posts, through the postmaster of the municipality affected.

SEC. 4. This Act shall take effect upon its approval.
