[ Act No. 3119, November 22, 1923 ]
AN ACT APPROPRIATING THE SUM OF ONE HUNDRED TWENTY THOUSAND PESOS FOR THE PURCHASE OF ANTHRAX SERUM AND VACCINE, AND FOR OTHER PURPOSES
Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:
SECTION 1. There is hereby appropriated, out of any funds in the Insular Treasury not otherwise set aside, the sum of one hundred twenty thousand pesos, for disbursement in the campaign of eradication of anthrax at present decimating live stock in the Islands.
SEC. 2. The sum above appropriated shall be disbursed by the Director of Agriculture, with the approval of the Secretary of Agriculture and Natural Resources, for the purchase or manufacture of anthrax serum and vaccine, the purchase of necessary instrument and utensils, the payment of salaries and traveling expenses of the necessary additional personnel, and the payment of the necessary expenses of emergency guards for the proper enforcement of such quarantine measures as may be prescribed and adopted.
SEC. 3. The Director of Agriculture shall be responsible for the application of the provisions of this Act, and with the approval of the Secretary of Agriculture and Natural Resources shall prescribe the necessary measures for this purpose. The violation of any of the measures and provisions prescribed, as in this section provided, shall be punished in accordance with section twenty-seven hundred and forty-seven of Act Numbered Twenty-seven hundred and eleven, commonly known as the Revised Administrative Code.
SEC. 4. This Act shall take effect on its approval.
