Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. The assessments made until date by the Director of Lands and approved by the Secretary of the Interior, under the provisions of Act Numbered Sixteen hundred and fifty-four, of the land making up the lots or parcels of land reclaimed by the Government by dredging or filling in the city of Manila, are hereby made subject to reappraisal whenever the Secretary of Agriculture and Natural Resources shall see fit to instruct the Director of Lands to make a new appraisal of such land, in the manner provided in subsection (ft) of section two of said Act: Provided, however, That this section shall not apply to any lots or parcels at present leased or to which the Government has granted a right of lease.

SEC. 2. Any person, association or corporation which, on the date when this Act shall take effect, shall have any of such lots or parcels under lease and not be in arrears or have violated any of the conditions of the lease, may petition the Secretary of Agriculture and Natural Resources, within ninety days from and after the approval of this Act, for a reconsideration of the assessment of their respective lots or parcels; and the Director of Lands may, with the approval of the Secretary of Agriculture and Natural Resources, make a new appraisal, and said lease may be revised in accordance therewith: Provided, however, That in such case it shall not be necessary to readvertise the land for lease.

SEC. 3. All leases executed or revised in accordance with this Act shall be subject to the provisions of section two of Act Numbered Sixteen hundred and fifty-four, with the sole exception that the first reappraisal prescribed therein shall be made upon the expiration of five years after the date of such execution or revision.

SEC. 4. This Act shall take effect on its approval.

Approved, February 15, 1918.
