Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. Section two of Act Numbered Twenty-three hundred and fifty-two, entitled "The Census Act," is hereby amended to read as follows:

"SEC. 2. A census of the Philippine Islands shall be taken under the general supervision of the Governor-General and the immediate direction of an officer, to be known as the Director of the Census, who shall be appointed by the c Governor-General, by and with the advice and consent of the Senate. The enumeration shall begin on a day to be fixed by the Governor-General, which shall be called Census Day, and shall proceed on consecutive days from daylight to darkness, including Sundays and holidays, until completed; and all data prescribed to be gathered by this Act or by regulations issued under it shall be gathered as of twelve o'clock of the night preceding that day: Provided, That if the Governor-General shall deem it necessary to require that the enumeration of any part or parts of the Philippine Islands should begin before Census Day, he is hereby authorized to fix the time when such enumeration shall begin."

SEC. 2. Section four of the same Act is hereby amended to read as follows:

"SEC. 4. Besides the Director of the Census, there shall be such officers as the Governor-General may appoint or designate, by and with the advice and consent of the Senate, and who shall be known as census assistants and shall perform such duties as may be required of them."

SEC. 3. Section five of the same Act is hereby also amended to read as follows:

"SEC. 5. The Director of the Census shall receive compensation at the rate of seven thousand two hundred pesos per annum and each assistant at a rate to be fixed by the Governor-General, in his discretion, not to exceed six thousand pesos per annum. Such census officers as may be designated from among the officers or employees of the Government shall continue to receive the salaries of the offices or employments held by them and shall receive such honorariums, payable from census funds, as may be fixed by the Governor-General."

SEC. 4. Section six of the same Act is hereby amended to do read as follows:

"SEC. 6. The Governor-General is hereby authorized to do and to require to be done any and all acts or things necessary to carry out the purposes of this Act, and to delegate any and all authority in him vested by this Act to the Director of the Census; and for the purposes of this Act the Governor-General is authorized and empowered to divide and subdivide the territory of the Islands into such portions as may be convenient and to appoint or designate all persons necessary to carry out the provisions of this Act."

SEC. 5. Section thirty-seven of the same Act is hereby amended to read as follows:

"SEC. 37. All appropriations made by this Act, or for the execution of its provisions, shall be expended in the discretion of the Governor-General, who may delegate the power to approve such expenditures to the Director of the Census."

SEC. 6. Section thirty-eight of the same Act is likewise amended to read as follows:

"SEC. 38. All officers or employees of the Government detailed for census work shall continue to receive in full their usual salaries during the time of such detail, but not from census funds; and no such officer or employee shall be regarded as absent from duty in the bureau or office from which he was detailed. Any such officer or employee may also receive compensation over and above his usual salary, from census funds, which compensation shall be payable in a single sum on the satisfactory termination of the census work assigned him, or monthly, at the end of the month, as the Governor-General may determine."

SEC. 7. Section forty-eight of the same Act is hereby amended to read as follows :

"SEC. 48. All mail matter of whatever class relative to the Philippine census and addressed to the Director, assistants, or any supervisor or enumerator of the census, and indorsed "Official business, Philippine Census," shall be transported free of postage; and all telegrams relative to the Philippine census sent or received by the officials aforesaid over all telephone and telegraph lines under public control in the Islands, shall be transmitted and delivered free of charge. Any person making use of these postal or telegraph franking privileges to avoid the payment of postage or telegraph charges on messages, letters, packages, or other matter sent by mail or telegraph shall be guilty of a misdemeanor and subject to a fine of three hundred pesos. The Director of the Census is authorized to employ, in his discretion, messengers or couriers, at a compensation to be fixed by him, for the purpose of expeditiously conveying official census mail of any class to any locality."

SEC. 8. The sum of one million pesos, or so much thereof as may be necessary, is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, in addition to the appropriations heretofore made, to carry out the provisions of this Act: Provided, That no amount shall be set up on the books of the Auditor until it has been allotted by the Governor-General.

SEC. 9. This Act shall take effect on its approval.
