[ Act No. 2811, March 03, 1919 ]

ACT TO AMEND CERTAIN SECTIONS OF THE ADMINISTRATIVE CODE, TO DEFINE AUDITING DISTRICTS, AND FOR OTHER PURPOSES.

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. The following sections of Title VII, Chapter Twenty-six, Article II of Act Numbered Twenty-seven hundred and eleven, known as the Revised Administrative Code, are hereby amended to read as follows:
"SEC. 593. Auditing districts and assignment of district auditors.—The provinces of the Philippine Islands and the chartered cities, which shall be regarded as provinces, are hereby divided into sixteen auditing districts, and the Insular Auditor is hereby authorized to assign a district auditor to each. Said districts are hereby numbered, constituted and established as follows.

"First.—Provinces of Batanes, Cagayan, and Isabela.

"Second.—Provinces of Ilocos Norte, Ilocos Sur, and Abra.

"Third.—Province of Nueva Vizcaya, Mountain Province, and city of Baguio.

"Fourth.—Provinces of La Union, Pangasinan, and Tarlac.

"Fifth.—Provinces of Nueva Eeija, Bulacan, and Pam-panga.

"Sixth.—City of Manila.

"Seventh.—Provinces of Zambales, Rizal, Bataan, and Cavite.

"Eighth.—Provinces of Laguna and Tayabas.

"Ninth.—Provinces of Palawan, Batangas, and Mindoro.

"Tenth.—Provinces of Ambos Camarines, Albay, and Sorsogon.

"Eleventh.—Provinces of Occidental Negros and Iloilo.

"Twelfth.—Provinces of Antique, Capiz, and Romblon.

"Thirteenth.—Provinces of Bohol, Cebu, and Oriental Negros.

"Fourteenth.—Provinces of Samar, Leyte, and Surigao.

"Fifteenth.—Provinces of Agusan, Misamis, Bukidnon, and Lanao.

"Sixteenth.—Provinces of Cotabato, Zamboanga, Davao, and Jolo (Sulu).

"The annual salary of the district auditors permanently assigned to the fourth, sixth, eleventh, and thirteenth districts shall be four thousand five hundred pesos each; of those assigned to the third, fifth, eighth, tenth, fourteenth, and sixteenth districts it shall be four thousand pesos each; and of those assigned to the first, second, seventh, ninth, twelfth, and fifteenth districts it shall be three thousand six hundred pesos each. In case a district auditor is temporarily assigned as acting for another district, neither his regular compensation nor permanent designation shall be affected thereby.

"Three district auditors at large are hereby authorized, whose annual salary shall be two thousand eight hundred pesos each.

"The Insular Auditor may, as the interest of the service may demand, assign one district auditor to two or more districts, and may withdraw any of the district auditors or transfer them to other assignments.

"SEC. 595. Providing office for district auditor.—It shall be the duty of the provincial board of each province and of the municipal board and city council, respectively, of the cities of Manila and Baguio, to furnish the district auditor with suitable office space in the provincial or city building, together with the necessary office supplies, furniture, and janitor service.

"In case of any disagreement between the auditor of any district and the provincial or city authorities above referred to, with regard to the .sufficiency of the office space, furniture or other services furnished to the district auditor in the province, the matter shall be submitted to the Governor-General, whose decision in the premises shall be final.

"SEC 598. Clerks to district auditor.—The district auditor shall have for each province of his district the number of clerks provided in accordance with the provisions of section two thousand and eighty-one of this Code. Said clerks shall be appointed by the district auditor and shall be under his direction, and their salaries and travel expenses shall be paid from the funds of the province to which appointed."
SEC. 2. This Act shall take effect on its approval.
