[ Act No. 2386, February 28, 1914 ]

AN ACT TO FACILITATE THE PREPARATION OF THE APPROPRIATION BILL BY REQUIRING CHIEFS OF BUREAUS TO FILE WITH THE EXECUTIVE SECRETARY REPORTS OF RECEIPTS AND EXPENDITURES FIFTEEN DAYS BEFORE THE OPENING OF EACH REGULAR SESSION, AND FOR OTHER PURPOSES.

By authority of the United States, be it enacted by the Philippine Legislature, that:

SECTION 1. Until otherwise provided by the Philippine Legislature, the chiefs of offices not dependent upon any Bureau and each chief of Bureau, with all the offices dependent upon such Bureau, of the executive Departments of the Government of the Philippine Islands, under the general supervision of the heads of the respective Departments now existing or established hereafter, shall file a statement, with details and specifications, showing all the receipts and expenditures of his Bureau or Office during the fiscal year, and such other details as the Governor-General may deem it advisable to prescribe by means of an executive order, and all estimated receipts and necessary expenditures, by means of a detailed and specified estimate of appropriation for such Bureau or Office during and for the ensuing year, with the Executive Secretary, at least fifteen days before the opening of each regular session of the Philippine Legislature.

SEC. 2. The Insular Auditor and the Director of Civil Service shall likewise furnish all information and details that the Governor-General may deem it advisable to prescribe by means of an executive order.

SEC. 3. In order to facilitate the rendering of the report provided for in this Act and make the same uniform, the Executive Secretary shall prepare such blank forms as he may consider the best for carrying into effect the purposes of this Act, in accordance with the ends and terms thereof: Provided, That the blank forms shall be made in Spanish and English.

SEC. 4. The Executive Secretary shall prepare and submit to the Philippine Legislature, within the month of October of each year, a draft of a general appropriation bill on the basis of the data so secured.
