By authority of the United States, be it enacted bit the Philippine Commission, that:

SECTION 1. There is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, the sum of thirty-five thousand pesos, or so much thereof as may be necessary, for the employment of doctors and nurses; the establishment and support of dispensaries; and the establishment and support of schools in the Mountain Province and its subprovinces; and for other purposes, as follows:

F0R MEDICAL AID.
Subprovince of Ifitgao.
One doctor, at PI,000 per annum	P500.00
Provided, That this amount or any part thereof may be paid as extra compensation to a doctor of the medical corps of the Philippine Constabulary, the provisions of Act Numbered One hundred and forty-eight to the contrary notwithstanding.
Two nurses, at P1,500 per annum each	1,500.00
Two assistant sanitary inspectors, at P720 per annum each	720.00
Emergency employees	300.00
Contingent expenses, including traveling expenses and per diems, purchase of medical, surgical, and hospital equipment; rent; alterations; construction, and other incidental expenses	2,500.00
Subprovince of Benguet.
One nurse, at P1,500 per annum	750.00

SEC. 2. The amount appropriated for any specific item may be expended, in whole or in part, in the discretion of the Secretary of that Department which is charged by law with the administration of the subject concerned, for any other purpose for which appropriation is herein made, or for employment of any additional persons for the same kind of work which is authorized by this bill.

SEC. 3. This Act shall take effect as of July first, nineteen hundred and fourteen.
