AN ACT TO AMEND SECTION NINETEEN HUNDRED AND THIRTY-ONE OF ACT NUMBERED TWENTY-SEVEN HUNDRED AND ELEVEN, KNOWN AS THE ADMINISTRATIVE CODE.

Be it enacted, by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. Section nineteen hundred and thirty-one of Act Numbered Twenty-seven hundred and eleven, known as the Administrative Code, is hereby amended to read as follows:
"SEC. 1931. Postal, telegraph, and radio conventions with foreign countries.—For the purpose of making better postal, telegraph, and radio arrangements with foreign countries, or to counteract their adverse measures affecting our postal, telegraph, and radio intercourse with them, the Director of Posts and Telegraphs, with the approval of the Department Head, may negotiate and conclude postal, telegraph, or radio conventions, subject to the provisions of section thirty-five of the Act of the Congress of the United States of February twenty-third, nineteen hundred and twenty-seven and may fix the rates of postage on mail matter conveyed between the Philippine Islands and foreign countries and the amount of the tolls for telegrams exchanged with foreign countries by the telegraph and radio stations of the Bureau of Posts and Telegraphs."
SEC. 2. This Act shall take effect on its approval.
