[ Act No. 3390, December 05, 1927 ]

AN ACT TO APPROPRIATE THE SUM OF SIXTY THOUSAND PESOS FOR THE CONSTRUCTION OF A BUILDING FOR THE PRODUCTION, MANUFACTURE, AND PREPARATION OF RINDERPEST VACCINE, AUTHORIZE THE DI­RECTOR OF AGRICULTURE TO DISBURSE SAID SUM, AND FOR OTHER PURPOSES.

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. The sum of sixty thousand pesos is hereby a appropriated out of any sums in the Insular Treasury not otherwise appropriated, to be used for the construction of a building for the production, manufacture, and preparation of rinderpest vaccine.

SEC. 2. The sum hereby appropriated shall be disbursed by the Director of Agriculture, with the approval of the fui Secretary of Agriculture and Natural Resources, for the construction of modern laboratory building, the purchase of the necessary equipment, and the maintenance of said laboratory: Provided, That any balance of this appropriation remaining unexpended at the end of the fiscal year shall not revert to the Insular Treasury, but shall be used for the purposes for which it was appropriated, until exhausted.

SEC. 3. The Director of Agriculture shall have direct control, direction, and supervision of said Government laboratory and shall have authority, with the approval of the Secretary of Agriculture and Natural Resources, to prepare and promulgate all necessary rules and regulations for the disposition, use, application, and distribution of the rinderpest vaccine produced, manufactured, or prepared in said laboratory, as he may deem to be in the best interest of the Government and Philippine agriculture in general, and he shall also have authority to amend such rules and regulations from time to time.

SEC. 4. This Act shall take effect on its approval.
