AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS.

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works for the purposes mentioned hereunder, after allotment by the Secretary of Commerce and Communications and approval by a Joint Committee to be appointed by the Senate or the President thereof and the House of Representatives or the Steering Committee, and presided over by the presiding officers of both Houses of the Legislature: Provided, That  the appropriations made in paragraphs (b), (g), (h), (i),  (k),  (l), (m), (o), and (u) of this Act, as hereinafter set forth in detail, shall be made available immediately by the  Director of Public Works:

CONSTRUCTION, COMPLETION, AND MAINTENANCE OF PUBLIC BUILDINGS AND OTHER UNCLASSIFIED PROJECTS

(a)
For the maintenance, alteration, improvement, and repair of public buildings, including adjacent lands belonging to the same
P400,000.00
 
Provided, That of this sum, not to exceed P5,000 shall be set aside for the purchase and installation of the additional equipment required for the completion of the laundry at the Culiou Leper Colony and for the payment of the regular surcharge of the Bureau of Public Works.
 
(b)
For the continuation of the construction of the Iloilo Normal School
110,000.00
 
(c)
For aid for the completion and repair of high schools in the regular provinces
125,000.00
 
(d)
For aid for the construction of high schools in the special provinces of Palawan and Batanes
25,000.00
 
(e)
For aid to the municipalities for the construction, completion or repair of elementary schools
400,000.00
 
(f)
For aid for the construction of storehouses in the agricultural schools of regular provinces
25,000.00
 
(g)
For the construction cf a storehouse and a building in which to install a sterilizer, for the Philippine General Hospital
52,000.00
 
(h)
For the purchase of a building; and land for use of the Philippine Constabulary at Bayombong, Nueva Vizcaya
5,000.00
 
(i)
For the construction of dormitories, schools, hospitals, etc., for negative children from Culion, including acquisition of the necessary land at Makati, Rizal

(j)
For aid for the construction and equipment of hospitals in regular provinces, in lieu of the funds appropriated by Act Numbered Three thousand one hundred fourteen, the funds so appropriated to be disbursed under the direction of the General Hospital, which, any provision of existing law to the contrary notwithstanding, shall have charged of the administration and maintenance of the hospitals constructed under Act Numbered Thirty-one hundred and fourteen

For the construction of a building for the College of Liberal Arts (Junior College), University of the Philippines, at Cebu

CONSTRUCTION AND MAINTENANCE OF ROADS AND BRIDGES

(o)
For the maintenance and improvement of the Benguet and Naguilian Roads and the road from Camp One to Damortis

(p)
For the construction, maintenance, reconstruction, and improvement of trails, roads, and bridges in such special provinces as shall comply with the provisions of section twenty-one hundred and fifteen of Act Numbered Twenty-seven hundred and eleven and which, by a resolution of the provincial board, shall guarantee by continuing annual appropriations the establishment of such a system of maintenance as may be necessary in the judgment of the Director of Public Works on all trails, roads, and bridges now constructed or which may be constructed in the future

(q)
For the maintenance, reconstruction, im­provement, and, where practicable, for the construction of roads and bridges in such regular provinces as shall comply with the provisions of section twenty-one hundred and thirteen of Act Numbered Twenty-seven hundred and eleven and which, by resolution of the provincial board, shall guarantee by continuing annual appropriations the establishment of such a system of maintenance as may be necessary in the judgment of the Director of Public Works on all first-class roads now constructed or which may be declared as such by the Director of Public Works; to be allotted in proportion to the number of cedulas sold in each province in the year nineteen hundred and twenty-three

(r)
For the maintenance, reconstruction and improvement of the Manila North and South Roads traversing the Province of Rizal, parts of Bulacan, Laguna, La Union, and Nueva Ecija. including a portion of the Manila-Tarlac Road; the Zapote-Cavite Road, Province of Cavite; the Pamplona-Pasacao Road, Province of Camarines Sur; the Abra-Kalinga Trail, Province of Abra; the Bangui-Claveria Trail, Province of Ilocos Norte; the Tagudin-Cervantes Trail, Province of Ilocos Sur; and the San Jose-Santa Fe Road, Province of Nueva Ecija

(s)
For the construction, reconstruction, and improvement of roads and bridges in such regular provinces as shall comply with the provisions of section twenty-one hundred and thirteen of Act Numbered Twenty-seven hundred and eleven and which, by resolution of the provincial board, shall guarantee by continuing annual appropriations the establishment of such a system of maintenance as may be necessary in the judgment of the Director of Public Works on all first-class roads now constructed or which may be constructed in the future and declared as such by the Director of Public Works

  MAINTENANCE AND INVESTIGATION OF IRRIGATION SYSTEMS

(t)
For the preliminary investigation and survey of irrigation and water supply systems, hydraulic power development and river control projects; for the survey of streams; and for the operation, maintenance, and repair of irrigation systems

(u)
For the investigation of applications for the use of water for irrigation, water supply, and power systems; and for the adjudication of the rights to streams designated by the Secretary of Commerce and Communications

CONSTRUCTION OF ARTESIAN WELLS AND WATERWORKS

(v)
For drilling of artesian wells by the Bureau of Public Works, including the purchase of necessary equipment, and for the investigation and construction of Insular, provincial, and municipal waterworks, whenever, in cases of provincial and municipal projects, the provinces and municipalities concerned shall adopt resolutions for the appropriation of funds covering the cost of one-third of the work

Provided, That the funds appropriated by provinces and municipalities to cover the cost of one-third of the work shall be paid into the Insular Treasury when the Director of Public Works shall have paid the cost thereof: Provided further, That any municipality or province which by virtue of the provisions of this Act shall incur the expense of an artesian well resulting in a failure, shall have the amounts expended returned to it: Provided, further, That the amount allotted out of this appropriation to a municipality or province as Insular aid shall in no case exceed at one time the sum of twenty-five thousand pesos: Provided, finally, That the Director of Public Works shall forthwith order artesian wells constructed in municipalities which have already made appropriations for said purpose and in municipalities in whose budget for nineteen hundred and twenty-four appropriations are made for the construction of artesian wells.

PORT AND RIVER IMPROVEMENTS

(w)
For the maintenance, construction, reconstruction, completion, and improvement of piers, retaining walls, and wharves, and dredging in Manila and in the special provinces

(x)
For the completion and maintenance of landing places, wharves, dikes, and works necessary for the regulation of rivers and protection of shores; the purchase, maintenance, and repair of equipment for port works, and dredging of harbors in the various districts of the Archipelago, including the construction of a retaining wall in the river which causes inundations in the municipality of La Paz, Province of Iloilo

Provided, That subject to the approval of the Secretary of Commerce and Communications and with such security as he may require, material derived from dredging may be used for filling in private property at the request of any landowner, upon the condition that the cost thereof shall be paid by the owner of the land in annual installments not to extend over more than five years: And provided, further, That in case of marine accidents the damages caused by any port equipment may be paid subject to like approval of the Secretary of Commerce and Communications. The total of such payments out of funds appropriated by this subsection shall not exceed ten thousand pesos.

RECONSTRUCTION, MAINTENANCE, AND CONSTRUCTION OF TELEGRAPH AND TELEPHONE LINES, CABLES, AND RADIOS

(y)
For the construction, maintenance, and operation of radio, cable, and telegraph lines, and for the purchase and installation of apparatus and machinery, including wiring: Provided, That part of this sum, not to exceed P30,000, shall be set aside for the construction and operation of a radio station in the Island of Lubang, Province of Mindoro

(z)
For the reconstruction, maintenance, and repair of radio, telegraph,, and telephone lines, and for the purchase of apparatus and wiring

For the maintenance, construction, reconstruction, and repair of lighthouses, buoys, mooring buoys, and beacons, and for necessary repairs to equipment of lighthouses

SEC. 2. All balances of the several appropriations made by this Act the destination of which has not yet been detemined by the proper authority on June thirtieth, nineteen hundred and twenty-four, and all balances of appropriations which remain unexpended on June thirtieth, nineteen hundred and twenty-five, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature.

SEC. 3. The Secretary of Commerce and Communications,  with the approval of the Joint Committee to be appointed by the Senate or the President thereof and the House of Representatives or the Steering Committee, may, for the purposes of allotment, transfer unexpended portions of any item of appropriation under this Act to any other item hereunder.

SEC. 4. In the construction of school houses for which appropriations are made in this Act, mixed materials shall be used when the funds provided for this purpose amount to less than five thousand pesos.

SEC. 5. This Act shall take effect on its approval.

Approved, March 9, 1924, with the exception of items (c),  (d), (e), (j), (k), (I), (m), (n), and (y), which have been vetoed.
