AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. The following sums, or so much thereof as  may be necessary, are hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works, subject to the approval of the Secretary of Commerce and  Communications and the provisions hereinafter set forth,  for the purposes mentioned hereunder:

SEC. 2. Item 5, paragraph (e), subsection A, section 1 of Act Numbered Thirty-eight hundred and thirteen for the Province of Oriental Negros, Public Works Act for nineteen hundred thirty-one, is hereby repealed and transferred to item 4, paragraph  (e), subsection A, section 1, to read as follows: For the Larena Elementary School, Oriental Negros, fourteen thousand pesos (P14,000). 

Items 3 and 4, paragraph (e), subsection A, section 1, for the Province of Occidental Misamis of Act Thirty-eight hundred and thirteen, known as the Public Works Act for nineteen hundred thirty-one, are hereby repealed and appropriated for the following school projects, to wit: For additional rooms to Oroquieta Elementary School, Occidental Misamis, three thousand pesos (P3,000); and for Oroquieta Home Economics Building, Occidental Misamis, four thousand pesos (P4,000). 

SEC. 3. All balances of the several appropriations made by this Act the destination of which has not been determined by proper authority on December thirty-first, nineteen hundred and thirty-two, and all balances of appropriations remaining free or unexpended on July thirty-first, nineteen hundred and thirty-three, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature. 

SEC. 4. The sums appropriated in paragraphs (a), (i),  (ll), (m), (n), (p), (q), (s), (u), (v), (w), and (x) shall be distributed in the discretion of the Secretary of Commerce and Communications, but those appropriated in the other paragraphs shall be available for immediate expenditure by the Director of Public Works: Provided, however, That in all construction works to be undertaken by the Government that require the use of cement, it shall be compulsory, the provisions of existing laws to the contrary notwithstanding, the use of cement manufactured by companies financed by the Government, except in those cases in which for reasons of cost, price and transportation, the use of other cement manufactured in the Philippines as verified by the Insular Auditor is more advantageous. 

SEC. 5. This Act shall take effect on January first, nineteen hundred and thirty-two. 

Approved, November 20, 1931, with the following exceptions: Section 1, paragraph (a): * * * P5,000 for the repair and upkeep of Laoag Normal School, Ilocos Norte, and P5,000 for the repair and upkeep of Cabanatuan Constabulary Barracks, Nueva Ecija. 

Section 1, paragraph (d), Items 1 to 9, inclusive.

Section 1, paragraph (i), proviso as follows: Provided, That P5,000 of this amount shall be spent for the investigation and survey of the Capas, Tarlac-Iba, Zambales interprovincial road. 

Section 1, paragraph (k), Items 4, 34, 36-a, 37-a, 39 and 40-a-b-c. 

Section 1, paragraph (q), proviso as follows: And provided, finally, That the sum of P10,000 shall be released for the construction of Bucay Waterworks, Abra, and P18,000 for the construction of the Bantayan Waterworks. Cebu, the above requirements notwithstanding; the sum of P25,000 shall be set aside for the construction of Malasiqui Waterworks, Pangasinan; the sum of P8,000 for the construction of Santa Maria Waterworks, Laguna; the sum of P12,000 for the extension of the waterworks system to the College of Agriculture at Los Baños, Laguna; the sum of P20,000 for the construction of Cabugao Waterworks, Ilocos Sur; and P25,000 for the construction of Narvacan Waterworks, Ilocos Sur. 

Section 1, paragraph (r), Items 5, 32, 33, 42, and 43. Section 1, paragraph (t), Items 5, 6, 8, and 10.

Section 1, paragraph (v), proviso as follows: Provided, That the sum of P14,400 shall be expended for the installation of radio or telegraph stations at the municipalities of Sanchez-Mira and Faire, Cagayan. All of section 2. 

Section 4, proviso as follows: Provided, however, That in all construction works to be undertaken by the Government that require the use of cement, it shall be compulsory, the provisions of existing laws to the contrary notwithstanding, the use of cement manufactured by companies financed by the Government, except in those cases in which for reasons of cost, price, and transportation, the use of other cement manufactured in the Philippines as verified by the Insular Auditor is more advantageous."
