[ Act No. 3044, March 10, 1922 ]

AN ACT MAKING APPROPRIATIONS FOR PUBLIC WORKS.

Be it enacted by the Senate and House of Representatives of the Philippines in Legislature assembled and by the authority of the same:

SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, to be at the disposal of the Director of Public Works for the purposes mentioned hereunder, subject to the provisions hereinafter set forth.

SEC. 2. All balances of the seyeral appropriations made  by this Act the destination of which has not yet been determined by the proper authority on June thirtieth, nineteen hundred and twenty-three, and all balances of appropriations which remain unexpended on June thirtieth, nineteen hundred and twenty-four, shall revert to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for expenditure except upon appropriation by the Legislature. 

SEC. 3. The sums appropriated in paragraphs (c), (g), (l), and (s) of this Act shall be available for immediate expenditure by the Director of Public Works, but those appropriated in the other paragraphs shall be distributed in the discretion of the Secretary of Commerce and Communications, subject to the approval of a joint committee elected by the Senate and the House of Representatives. The committee from each House may authorize one of its members to approve the distribution made by the Secretary of Commerce and Communications, who with the approval of said joint committee, or of the authorized members thereof may, for the purposes of said distribution, transfer unexpended portions of any item of appropriation under this Act to any other item hereunder. 

SEC. 4. This Act shall take effect on its approval.
