[ COMMONWEALTH ACT NO. 670, December 12, 1941 ]

AN ACT APPROPRIATING ALL UNEXPENDED BALANCES OF THE GENERAL FUND AND AUTHORIZING THE TRANSFER TO THE SAID GENERAL FUND OF THE UNEXPECTED BALANCES OF ALL SPECIAL FUNDS IN THE PHILIPPINE TREASURY FOR THE NATIONAL DEFENSE OF, AND THE PROTECTION OF THE CIVILLIAN POPULATION IN, THE PHILIPPINES, AND FOR OTHER PURPOSES CONNECTED WITH THE PRESENT EMERGENCY.

Whereas, a state of emergency exists in the Philippines by reason of the present war between the United States and the Japanese Empire:

Whereas, it is imperative that the President of the Philippines be authorized to employ the entire resources of the Government for the defense of the Philippines and in order to carry out its pledge of loyalty to and cooperation with the United States: Now, therefor,

Be it enacted by the National Assembly of the Philippines:

SECTION 1. The President is hereby authorized to declare as abandoned the purposes for which all special funds were created and to transfer the unexpended balances of the said special funds to the General Fund in the Philippine Treasury.

SEC. 2. The provisions of existing laws to the country notwithstanding, all unexpended balances of the General gund in the Philippine Treasury, including the unexpended balances of authorized appropriations therefrom existing on the date of the approval of this Act, as well as such sums as may subsequently accrue thereto and the balances of the special funds transferred pursuant to section one hereof, are hereby appropriated for expenditure, in the discretion of the President of the Philippines, for the national defense of, and the protection of the civilian population in, the Philippines, including expenses of the Philippine Army and of the Philippine Constabulary, as well as those for the organization of volunteer or home guards, or for any other purpose connected with the present emergency which the President of the Philippines may authorize.

SEC. 3. This Act shall take effect upon its approval.
